Nghe An directs to overcome shortcomings and limitations in administrative reform work
(Baonghean.vn) - The People's Committee of Nghe An province has just issued a document directing departments, heads of provincial-level sectors and branches, and chairmen of district, city and town People's Committees to overcome shortcomings and limitations in administrative reform work in Nghe An province in 2023.

According to the assessment of the Provincial People's Committee, in 2023, in addition to the achieved results, administrative reform work still has some shortcomings and limitations such as: There is still a situation where the advice on the issuance of projects, resolutions, and decisions to implement the annual work programs and plans of the Provincial People's Committee is delayed in time according to the proposed programs and plans; the provision and use of online public services throughout the process still faces difficulties, the rate of electronic document authentication by people is still limited, some agencies and units have not strictly implemented the acceptance of electronic copies in handling administrative procedures; in some commune-level units, the facilities and working equipment of the One-Stop Section have not met the requirements, are degraded but have not been invested in upgrading;
Some agencies and units have not strictly implemented the Working Regulations of the Provincial People's Committee, the situation of sending documents beyond the level is still common; the progress of implementation and disbursement of public investment capital in some units is still slow or below the average level of the whole province; Some departments, branches and localities have unclear awareness of digital transformation to serve administrative reform, and have not yet defined the content of digital transformation implementation.
To overcome the above shortcomings and limitations and continue to effectively carry out the key tasks of administrative reform in 2024, the Provincial People's Committee requests provincial departments and branches; People's Committees of districts, cities and towns to focus on implementing the following contents:
1. Continue to strengthen leadership, direction, and promote the role and responsibility of heads of departments, branches, and localities in administrative reform. Pay attention to arranging time, human resources, finance, and necessary resources to focus on completing the remaining goals, contents, and tasks according to the 2023 Plan. Take products, efficiency in serving people and businesses, and effectiveness and efficiency of agencies' operations as measures for assessment and classification; strengthen inspection and supervision of the implementation of administrative reform tasks.
2. Focus on perfecting institutions, regularly reviewing, proposing amendments and supplements to current legal regulations to handle problems in the implementation of regular tasks and new urgent tasks arising in administrative reform. Improve the quality of consulting on the development and promulgation of legal documents to ensure timeliness, quality, compliance with legal regulations and suitability with local practices.
3. Urgently deploy tasks and solutions to promote administrative procedure reform, paying attention to tasks that need to be urgently deployed and completed: Continue to review and recommend competent agencies and individuals to amend, supplement or abolish unnecessary, illegal or unreasonable administrative procedures; update, fully, accurately and promptly publicize administrative procedures under their authority on the portal/website of agencies, units, localities, at transaction locations and other forms as prescribed. Strictly implement the reception and settlement of 100% of administrative procedure records on the National Public Service Portal/Provincial Administrative Procedure Settlement Information System; continue to improve the One-Stop Department at all levels, amend and supplement the Regulations on organization and operation of the One-Stop Department at all levels. Upgrading and completing the provincial administrative procedure settlement information system to ensure integration, sharing and synchronization of data with the national public service portal, the administrative procedure settlement information system of ministries and central branches to improve the effectiveness of state management.
4. Continue to direct the completion of regulations on assignment and decentralization, promote inspection, supervision and post-decentralization inspection. Tighten administrative discipline and order, strengthen inspection and supervision of the performance of public duties and tasks of cadres, civil servants and public employees to promptly detect signs of harassment and negativity for correction and adjustment to avoid violations. Continue to strictly implement the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 5958/UBND-TH dated August 5, 2022 on strengthening discipline and order to improve the quality and progress of work consultation and settlement, Official Dispatch No. 9390/UBND-TH dated November 25, 2022 on rectifying document consultation work.
5. Focus on disbursing public investment capital according to Government regulations. Effectively implement the mechanism of autonomy and self-responsibility in state administrative agencies, public service units, and public science and technology organizations according to Government regulations, and pay attention to the arrangement of public assets after the merger of district and commune-level administrative units.
6. Continue to deploy e-government architecture, information technology applications to serve management, administration and public service implementation, and ensure consistency at all levels in 2024. Focus on directing the improvement of the digitization rate of records, results of handling administrative procedures, and business processes; certify electronic copies, develop digital database systems to serve state management and provide online public services throughout the process.
7. Mobilize all social resources to serve administrative reform, taking people and businesses as the center, having mechanisms to encourage people and businesses to participate in administrative reform; organize to collect comments and contributions from people and businesses on administrative reform. Arrange sufficient financial resources to carry out administrative reform tasks.
Requesting Directors of provincial departments, branches and sectors, Chairmen of People's Committees of districts, cities and towns to direct and strictly implement the above contents, periodically synthesize and report to the Provincial People's Committee (through the Department of Home Affairs) to integrate into the report on administrative reform work for monitoring and direction.
