So, can the Major General tell us what benefits Project 06 brings to agencies, people and businesses in practice?
Major General Pham The Tung:Project 06 is a particularly important project of the Government, with a wide scope and influence on many sectors, fields and all localities from the provincial to communal level. With the goal of aiming at 5 groups of utilities, including: Serving the settlement of administrative procedures and providing online public services, in which the top priority is 25 essential procedures related to people; Applications serving economic and social development; Applications serving the construction of digital citizens; Completing the ecosystem serving the connection, exploitation, supplementation and enrichment of population data; Applications serving the direction and administration of leaders at all levels.
According to the roadmap of Project 06, currently, 4/5 groups of utilities have been applied, creating favorable conditions for agencies, businesses, and people in handling administrative procedures and other civil, economic, and commercial transactions. People and businesses can completely operate and perform administrative procedures on the Online Public Service Portal anywhere and at any time, instead of having to go directly to State agencies as before; during the implementation process, people only have to declare information once but can perform many public services; all citizen information is confidential, accurate, and cannot be falsified because the information is authenticated from the national population database, which is original data assigned by the Government to the Ministry of Public Security for management.
In particular, creating and using a VNeID electronic identification account will be the most effective and optimal method of authenticating personal information for people when their Household Registration Book and Temporary Residence Book expire after December 31, 2022. At the same time, a level 2 electronic identification account helps citizens replace their chip-embedded ID cards and other integrated documents displayed on the VNeID application such as: Driver's license, vehicle registration, health insurance, bank account... When performing administrative and civil transactions, people will minimize the documents they have to carry, perform financial transactions such as: Paying electricity and water bills; paying social insurance and health insurance; transferring and receiving money...
Reporter:Realizing the important significance and great benefits of Project 06, implementing the direction of the Government and the Ministry of Public Security, how has Nghe An province implemented Project 06 in the past time, and what important and outstanding results has it achieved?
Major General Pham The Tung: In the past time, Nghe An province has issued many directive documents, regularly and resolutely implemented, mobilizing the participation of the entire political system in implementing Project 06, typically: Official Dispatch No. 1495-CV/TU, dated November 10, 2022 of the Provincial Party Standing Committee on promoting the implementation of Project 06; Plan No. 78/KH-UBND dated January 28, 2022 and Plan No. 523/KH-UBND dated July 21, 2022 of the Provincial People's Committee on implementing Project 06 in Nghe An province... In particular, the Provincial People's Committee issued Plan No. 771/KH-UBND dated November 7, 2022 on implementing a number of key tasks of Project 06 in Nghe An province.
After 11 months of implementing Project 06, the whole province has achieved a number of important results. Typically, the connection of the National Population Database system with the provincial administrative procedure settlement system has been completed early. Data cleaning work has been focused on and implemented vigorously. Population data has been supplemented, updated, and cleaned regularly. The Health sector has coordinated with the Police to clean the province's Covid-19 vaccination "data" (reaching 96%). Regarding public services, there are currently 23 essential public services implemented online. The whole province has issued over 2.5 million ID cards (reaching nearly 99% of the total number of citizens present in the locality) and nearly 600,000 electronic identification accounts. 100% of health insurance medical examination and treatment facilities have implemented the use of ID cards to replace health insurance in medical examination and treatment.

Major General Pham The Tung: Plan No. 771 dated November 7, 2022 of the Provincial People's Committee on implementing a number of key tasks of Project 06 in the province has clearly identified 42 key tasks to be implemented under the responsibility of 17 departments, branches, sectors and People's Committees of districts, cities and towns, with specific implementation time and roadmap. After the first 15 days of implementation, by November 22, 2022, in addition to 18/42 completed tasks, the whole province is focusing on directing the completion of the remaining tasks. In particular, the focus is on coordinating with the Department of Administrative Police for Social Order (Ministry of Public Security) to review, clean and digitize specialized data, such as: Civil status data; natural resources and environment data; social insurance data, etc.
The province is also synchronously implementing solutions to maintain and increase the rate of online public services, especially for 23 essential public services under Project 06. Strengthening coordination in implementing propaganda work with many flexible forms, such as: Propaganda on radio, television, and press systems; through LED panels, TV screens, billboards, and billboards in public areas and residential areas, etc. to create a widespread dissemination of Project 06 throughout society. Deploying solutions for cashless tuition collection and payment in educational institutions. Piloting solutions to prevent exam cheating in Vinh city. Focusing on implementing plans to provide bank accounts for cases under policies and social security in the province.
Regarding the police force, the Provincial Police are focusing on directing the Police of units and localities to comprehensively implement solutions, in which, in the immediate future, focusing on the following 3 key points: Strengthening the issuance of electronic identification accounts, creating favorable conditions for people when the Household Registration Book and Temporary Residence Book expire after December 31, 2022. The Provincial Police have established mobile working groups to directly propagate and organize the collection of electronic identification account records right at the headquarters of departments, branches, sectors, schools, universities, colleges, and industrial parks. With the goal of 100% of cadres, party members, civil servants, public employees, armed forces, teachers, students, and workers in industrial parks registering and using electronic identification accounts in 2022. In addition, focusing on completing the digitization of household records in 3 pilot localities (Vinh City, Quynh Luu, Hung Nguyen) before December 25, 2022; Building and promoting the effectiveness of pilot models to propagate, guide, and support people and businesses to install, activate electronic identification, and provide public service instructions.
To complete the tasks of Project 06 in the coming time, the process of implementing the tasks and solutions requires the joint participation, regular and close coordination between departments, branches, sectors, Party committees and local authorities, mobilizing the strength of the entire political system in implementing the tasks of Project 06. At the same time, it is also necessary to have the consensus, support and active participation of all classes of people in the area.
