Nghe An has received attention and favorable conditions from the Central Government. Recently, the Politburo issued Resolution No. 39 on building and developing Nghe An province until 2030, with a vision to 2045. This is an important political foundation, along with specific mechanisms and policies that will create more motivation and resources for the province to develop in the coming time. One of the important tasks and solutions in Resolution No. 39 of the Politburo is that Nghe An must create a breakthrough in administrative reform, improve the investment and business environment, and strive to improve the PCI, PAR INDEX, and PAPI indexes to the top of the country. And to achieve the above goal, great efforts are needed from Party committees and authorities at all levels. Nghe An recognizes that, in addition to the achieved results, administrative reform still has many shortcomings and limitations: the rate of online file settlement is not high; decentralization is still modest and has many obstacles; digital transformation has not achieved its goals.

Although the province has made efforts, because Nghe An is the province with the largest area in the country, the fourth largest population in the country, limited resources, and many difficulties in the lives of people in mountainous areas, etc., it has significantly affected the results of administrative reform. Through the inspection of the Government's Steering Committee for Administrative Reform (October 2023), Nghe An province frankly acknowledged the shortcomings and limitations; fully accepted the opinions that the working group assessed and pointed out. From here, the province will propose solutions to comprehensively handle and overcome them, focusing on key issues so that the province's administrative reform work in the coming time will have positive changes.

As the Standing Agency of the Provincial Steering Committee for Administrative Reform, in the coming time, Nghe An Department of Home Affairs will advise the province to focus on promoting comprehensive and synchronous administrative reform in 6 areas: Institutional reform, administrative procedure reform, organizational reform, reform of the public service and civil servant regime, public finance reform, building e-government and digital government. In particular, focusing on reforming administrative procedures in the direction of openness and transparency so that people and businesses know, monitor and implement; at the same time, reviewing and abolishing cumbersome and inappropriate procedures, shortening the time to handle administrative procedures. At the same time, focusing on promoting digital transformation, increasing the rate of people and businesses using online public services.
To reform the administration, the human factor is the first priority, therefore, we must focus more on improving public ethics, how to make each cadre and civil servant truly serve the people for the common development of the province. Along with that, to reform the administration well, we must have information technology infrastructure and resources to implement.

In addition, propaganda work on administrative reform must be in each specific job and task of each cadre, civil servant and public employee. Strengthen coordination between sectors and localities to remove bottlenecks and bottlenecks. Research and creatively apply legal regulations, at the same time, propose to amend inappropriate and overlapping regulations to build a creative administration for the people. The province selected 3 localities and 3 departments and sectors as focal points to direct the movement and promotion of administrative reform work in the province. From there, gradually improve the indicators so that the provincial competitiveness index and administrative reform index are among the top in the country.

In the action program of the Provincial Party Committee to implement Resolution No. 39 of the Politburo, Nghe An identified the construction of 6 urban centers to create driving forces for development. In which, Thai Hoa town will be the driving force, the center of the Northwest region. This is also the content of Resolution 02 of the Provincial Party Committee Standing Committee. In which, the general goal will strive to build Thai Hoa town into a type III urban area by 2025 and a provincial city before 2030.
The policies of the Central and the province are expected to bring positive impacts to the development of the town. To achieve that goal, the town will continue to strengthen investment promotion, regularly update, supplement and publicize the list of projects calling for investment in the town; regularly work with domestic and foreign investors to invite, support and resolve problems for investors, direct specialized departments and offices to proactively follow departments and branches to coordinate with investors to promptly complete investment procedures.

Along with that, speed up the implementation of important works and projects in the town, pay attention to urban beautification work associated with the implementation of the goals and tasks of building type III urban criteria, building civilized urban areas, developing communes into wards. Focus on investing and completing existing industrial cluster infrastructure in the area. Make plans and call for investment in Tay Hieu industrial cluster infrastructure. Actively propose to seek investment resources for infrastructure projects in the area from ODA capital sources. At the same time, promote administrative reform, focusing on digital transformation; improve the local competitiveness index (DDCI); strengthen the consensus of all classes of people, ensure a favorable environment for attracting investment and production and business activities.

With the motto that economic diplomacy pioneers and paves the way for the province's rapid and sustainable development, in the coming time, the Department of Foreign Affairs will continue to advise the Provincial Party Committee, People's Council, and Provincial People's Committee on investment promotion activities, promote trade exchange activities with international partners, and strengthen cooperation in tourism development. In addition, it will strengthen cooperation in high-tech agriculture, activities related to the development of specialized healthcare, science and technology. The Department will also continue to advise the provincial leaders on attracting green investment to serve the development of green economy, digital economy, and circular economy so that the province can develop more and more sustainably. Attracting investment in the coming time will be in the investment fields that bring the highest economic value, create many jobs, minimize environmental impacts, and best implement social issues. In addition to partners from the Northeast Asia region, economic diplomacy in the coming time will continue to pay attention to markets in Europe, the United States, etc.

With the goal of taking people, localities and enterprises as the center, the Department of Foreign Affairs continues to accompany the infrastructure investors of VSIP, WHA, Hoang Thinh Dat Industrial Parks in connecting, sharing and seeking investment opportunities with international partners. Through forums and conferences, the infrastructure investors of industrial parks are also a channel to promote the province's investment and business environment. On the other hand, the Department will also coordinate with sectors and localities to continue supporting FDI enterprises on citizen protection, implementing procedures to receive foreign experts to work; researching and supporting FDI investors in finding new markets and orders.

For the first time, Nghe An attracted 1.275 billion USD, ranking 6th out of 63 provinces and cities nationwide. This demonstrates the efforts of all levels of government in improving the investment and business environment. FDI enterprises investing in Nghe An are the leading birds, behind them is the local business community as collaborators. This is a great motivation for businesses in the province to have the conditions to participate in the global production supply chain. Thereby, helping businesses in the province have the conditions to develop and solve jobs for workers.
For the business community, time is “gold”, so the speed of administrative procedure settlement by all levels of government should be faster. The province also needs to try to deploy and guide the implementation of the Party and State's policies and guidelines sooner and faster. The province's work assignment documents need to have specific addresses and completion timelines; there should be solutions to prevent avoidance, pushing, and unclear responses when resolving business recommendations. On the other hand, it is necessary to resolutely replace and transfer officials who cause difficulties for people and businesses; and strictly handle officials who violate the law to set an example for others.

To realize the slogan of the government accompanying businesses, considering businesses and investors as service objects, the government must first understand businesses and build a spirit of serving businesses.
Currently, more than 98% of the province's enterprises are small and micro-sized, with weak potential, so it is very difficult for them to stand alone. Therefore, in addition to the connection between enterprises, it is necessary to have active support from local authorities with many solutions, including the issuance of separate, specific policies, not "underestimating" the province's business community. The province also needs to soon upgrade and expand Vinh International Airport and Cua Lo Deepwater Port, continue to improve the investment and business environment, thereby creating favorable conditions for business development.

Nghe An is the largest province in the country, considered a miniature country, but the biggest bottleneck is still strategic transport infrastructure such as deep-water ports and international airports. In the context of factories in industrial parks having a huge demand for exporting goods, VSIP Nghe An hopes that the People's Committee of Nghe An province and the Southeast Economic Zone will promote and develop policies to support logistics routes, open international freight routes and logistics services through Cua Lo Port and Dong Hoi Port. In addition, Nghe An needs to strengthen the development of training and retraining strategies for human resources to serve corporations and enterprises investing in the province.

Highly appreciated the results in socio-economic development of Nghe An province in recent years, especially the economic scale, growth rate, transport infrastructure, investment attraction of the province which are increasingly improving; and at the same time highly appreciated the establishment of the Provincial Administrative Reform Steering Committee by the Provincial Party Secretary as the Head of the Committee by Nghe An province. Proposed that in the coming time, Nghe An continue to maintain measures to promote the achieved results; overcome shortcomings and limitations; pay attention to, direct resolutely and synchronously the administrative reform work in the area.
