Nghe An province is about to hold a provincial-level defense drill.
(Baonghean.vn) - Nghe An will organize a provincial-level regional defense exercise (scheduled for August 2017) with the theme "The military and people of Nghe An province cooperate with the main forces of the Military Region to defeat the 'peaceful evolution' strategy, riots, overthrow attempts, and aggressive attacks by hostile forces, firmly protecting the regional defense."
On the morning of March 23, Military Region 4 held a meeting with the Steering Committee for the 2017 Nghệ An Provincial Defense Zone Exercise.
Representing the Military Region were Lieutenant General Nguyen Tan Cuong, Member of the Central Committee of the Communist Party of Vietnam, Commander of Military Region 4; Lieutenant General Vo Van Viet - Secretary of the Party Committee, Political Commissar of Military Region 4, along with other members of the Standing Committee of the Party Committee and heads of the military region's agencies. Representing Nghe An province were: Nguyen Dac Vinh - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Head of the Provincial Defense Zone Exercise Steering Committee; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. |
In terms of scale, this is a one-sided, two-level regional defense exercise, encompassing provincial and district levels (Vinh City, Thai Hoa Town, Hoang Mai Town, Hung Nguyen District, Tuong Duong District) and the participation of several key units of the Military Region. The provincial regional defense exercise focuses on three main phases: Phase 1, transitioning the armed forces to combat readiness and transitioning the locality into various states of national defense. Phase 2, organizing combat preparations. Phase 3, conducting combat operations.
During the meeting, Comrade Nguyen Dac Vinh, Head of the Provincial Defense Zone Exercise Steering Committee, and other members of the Provincial Exercise Steering Committee reported and spoke to the delegation from Military Region 4 about the work already carried out in preparation for the exercise, especially highlighting the difficulties and obstacles encountered and outlining the province's recommendations and proposals to the Military Region and higher-level agencies.

Based on the province's plan, the working group of Military Region 4 exchanged views and agreed on the key contents for the province's exercise. Military Region 4 requested Nghe An province to focus on thorough preparation in terms of plans, personnel, and terrain. In particular, the Provincial Defense Zone Exercise Steering Committee needs to coordinate with the Ministry of Public Security, the Border Guard Command, and Military Region 4 to develop plans and handle A2 scenarios and live-fire situations that closely reflect the province's situation in both peacetime and wartime.

Concluding the conference, Lieutenant General Nguyen Tan Cuong - Commander of Military Region 4 emphasized: "The 2017 Nghe An provincial-level defense zone exercise is of special importance in enhancing the leadership, command, and coordination capabilities of Party committees and authorities in preparing and conducting combat operations to protect the Nghe An provincial defense zone."

Therefore, the Provincial Defense Zone Exercise Steering Committee needs to direct and lead the armed forces and departments to thoroughly understand and grasp the tasks of their respective units in the exercise. Based on that, they should proactively prepare for the exercise in a thorough, meticulous, comprehensive manner, closely aligned with the actual situation of their agencies and localities…”.
