Nghe An strengthens budget collection solutions
(Baonghean) - According to the plan, the estimated state budget revenue, approved by the Provincial People's Council in 2017, is 11,590 billion VND; an increase of 1,003 billion VND compared to the estimate assigned by the Prime Minister. Therefore, to achieve that plan, all levels and sectors have resolutely implemented budget collection work.
Up to this point, the total budget revenue in the province has reached 3,277 billion VND (excluding land use rights fee collection of 2,607 billion VND). Some high-achieving areas include: non-state tax reaching 1,307 billion VND, state-owned enterprise tax 297 billion VND, foreign-invested enterprise tax 110 billion VND. For the budget revenue in the second quarter of 2017, it must reach at least 55% of the estimate assigned by the Provincial People's Council (minimum revenue for the first 6 months must reach 5,900 billion VND, the task for the second quarter of 2017 is 3,400 billion VND). This is a very difficult task, requiring high determination, direction and drastic implementation.

At Yen Thanh Tax Department, since the beginning of 2017, the unit has implemented measures to prevent revenue loss, especially in the fields of construction, transportation, and non-state revenue. The Department has proactively and effectively coordinated with local authorities, departments, and branches in budget collection; strengthened tax inspection and examination; exploited potential additional revenue sources and revenue losses to promptly propose effective management solutions. The District People's Committee urged and directed communes to complete procedures on locations, planning for land allocation, auctioning land use rights, ensuring plans and generating budget revenue.
At the same time, the unit urged businesses, families and individuals who have been approved to invest in the Yen Thanh town industrial cluster to invest in project construction according to the investment content, ensuring time and planning, and at the same time coordinate to complete land lease procedures, issue land use right certificates to fulfill financial obligations, avoid land rent loss, and direct the People's Committees of communes and towns to focus on collecting road maintenance funds to ensure the budget. Thanks to that, the budget revenue up to May 2017 of Yen Thanh district reached more than 116 billion VND, equal to 61% of the estimate, up 232% over the same period. Of which, the revenue from granting land use rights reached more than 92 billion VND.
For Nghia Dan Tax Department, by the end of April 2017, the total domestic revenue calculated for balance reached 29,007.5 million VND, reaching 34.3% of the ordinance estimate, equal to 166.4% compared to the same period. In which: Total revenue calculated for balance minus land use fees implemented in 4 months was 22,381.9 million VND, reaching 45.2% of the ordinance estimate, reaching 145.1% compared to the same period; Non-state revenue alone reached 14,865.5 million VND, reaching 49.6% of the ordinance estimate, increasing 60.7% compared to the same period in 2016.
To achieve the above results, right from the beginning of the year, Nghia Dan Tax Department has resolutely implemented the collection work, grasped the subjects and sources of budget revenue in the area; at the same time, checked the tax declaration and tax settlement to collect correctly, fully and promptly the arising amount to the State budget; organized the implementation of debt management solutions and tax debt enforcement; strengthened the inspection work; promptly detected and handled cases of incorrect declaration, tax fraud and tax evasion. At the same time, well implemented the work of propagating tax policies to the people in the area; coordinated with banks and treasuries to create more favorable conditions for businesses and taxpayers. In addition, the Department has advised the District Party Committee and the District People's Committee to direct agencies, departments and branches to closely coordinate with the Tax Department to synchronously deploy solutions to prevent revenue loss and recover tax arrears.
Mr. Vuong Dinh Chinh - Head of the Taxpayer Support and Propaganda Department (Nghe An Tax Department) said: Based on the State budget revenue estimates assigned by the Provincial People's Council and People's Committee, the revenue target estimates assigned by the General Department of Taxation, Nghe An Tax Department assigned the task of striving to collect to departments and branches; launched a movement to combine emulation evaluation with striving to exceed the assigned State budget revenue estimates right from the first month and first quarter of 2017. Proactively review and evaluate to advise and propose to the Provincial People's Committee solutions on mechanisms, policies, and administrative procedure reforms to encourage and attract investment, develop production and business, promote economic growth, and create revenue for the state budget.
In the second quarter, focus on completing the establishment of a set of non-agricultural land use taxes for the period 2017-2021; Handling tax arrears for businesses with imported cars as gifts. For individual businesses using invoices, businesses, survey regulations on minimum revenue (gold and silver trading, food and beverage, motels, hotels, transportation...) to ensure monitoring of declarations to ensure minimum tax levels.
To collect the budget well in the second quarter, the Tax Department strengthens discipline and discipline in performing public duties, especially for civil servants who directly contact, conduct inspections, and work with people and businesses; Thoroughly educate and remind cadres, and at the same time take control measures to limit and overcome low-achieving main indicators and component indicators in the VCCI Report on administrative reform. Improve the quality of service of tax cadres and civil servants for taxpayers. Provide full and dedicated guidance on tax regulations during the implementation of administrative procedures so that taxpayers have the conditions to comply with tax laws, considering this as a criterion for evaluating the performance of the unit's leaders.
