Nghe An: Agree on investment plan, location for construction of terminal, runway 2 at Vinh International Airport

AND AIRPORT PROJECTS UNDER PPP FORM
During the working program, the Provincial Party Standing Committee heard a report on the Project on socialization of investment and exploitation of Vinh International Airport.

Accordingly, based on the guidance of the Ministry of Transport on the Outline of the project on socialization of investment and exploitation of Vinh International Airport, Nghe An Department of Transport signed a contract with a consulting unit to establish the Project on socialization of investment and exploitation of Vinh International Airport.
Through research and evaluation of 11 models in the world and actual implementation such as: Van Don International Airport, Da Nang, Cam Ranh... For Vinh International Airport, the consulting unit proposed 2 investment, management and exploitation models.
At the meeting, based on the presentation and analysis of the leaders of the Department of Transport, the Standing Committee of the Provincial Party Committee discussed and agreed to choose an investment, management and exploitation model on the basis of maintaining the current status of Vietnam Airports Corporation managing the existing airport.
At the same time, call for investment resources for the new civil aviation area including: Passenger terminal, cargo terminal, hangar... and airport area works (runway 2, taxiway, apron...) in the form of PPP (public-private partnership) to form more investors to manage and exploit the new civil aviation area.

The advantage of this option is that it is convenient in implementing new project procedures, because there is no need to handle public assets. The existing airport still ensures normal operation. In case of incidents or repairs to construction items, Vietnam Airports Corporation will take the initiative in allocating capital and organizing the implementation of troubleshooting and repairing construction items to ensure continuous operation of the airport.
After the Provincial Party Committee's Standing Committee approves, Nghe An Provincial People's Committee will submit to the Ministry of Transport for consideration, appraisal, and report to the Prime Minister for approval.

CONSTRUCTION OF CIVIL AVIATION AREA BETWEENTWO ROUTES
Previously, in the working session, the Provincial Party Standing Committee unanimously chose the plan to adjust the planning of Vinh International Airport.
According to the Draft Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, submitted by the Ministry of Transport to the Prime Minister, the capacity of Vinh International Airport is expected to be about 8 million passengers/year by 2030; and about 14 million passengers/year by 2050.

The Civil Aviation Authority of Vietnam has signed a contract with a consulting unit to plan Vinh International Airport for the 2021-2030 period, with a vision to 2050, with a capacity of 8 million passengers/year by 2030; and a vision to 2050 of 14 million passengers/year.
Based on the two options of the consultant, the Civil Aviation Authority of Vietnam has completed the final report on the planning adjustment and reported to the Ministry of Transport to choose the option of building a civil aviation area between the two runways of Vinh International Airport.
Accordingly, the estimated land area that needs to be cleared to build a civil aviation area between the two runways is about 115 hectares (including Nghi An commune 68.1 hectares; Nghi Truong commune 43.6 hectares; Nghi Trung commune 3 hectares). The estimated cost of land clearance is about 5,084 billion VND. The number of affected households is about 850; the military land area is not affected.
This option will also reduce the cost of site clearance, about 2,000 billion VND lower than the remaining option; will not affect land, assets, and defense works currently under management and use; in the long term, there will be room for continued development; and exploitation will be promoted effectively when runway 2 is completed. At the same time, the wishes of households in the area between the two runways, who want to relocate and resettle soon, will be highly agreed upon when the site is cleared.
However, with this plan, the province needs to arrange capital to invest in the traffic route connecting to the new airport, from National Highway 1 and National Highway 46, at about 850 billion VND.

Vinh International Airport is a level 4E airport according to ICAO regulations, with an expected passenger capacity of 7 million passengers/year by 2030.
The planning area is 447.37 hectares, of which: The area of land for shared use of the airport is 330.14 hectares; the area of land for civil aviation is 78.77 hectares and the area of land for national defense is 38.46 hectares.
Currently, Vinh International Airport is operating 9 routes, 6 airlines, with an average frequency of 26 - 28 flights/day (equivalent to 52 - 56 take-offs and landings/day). The number of passengers passing through the airport in 2022 will reach 2.6 million passengers, which is already overloaded compared to the current capacity.
Currently, Passenger Terminal T1 is operating at maximum capacity, during peak times the flight frequency is overloaded (about 50 flights both arriving and departing); The international passenger terminal has not met the requirements because it is using the old renovated terminal. In particular, the passenger reception hall and check-in area are overloaded during peak times.
The number of parking lots can only accommodate a maximum of 6 aircraft, while on holidays and Tet, 8 to 9 parking positions are needed. The existing runway, 2,400m long, was invested in and repaired since 2003, and can only accommodate reduced-load A320/A321 aircraft (code C aircraft) or equivalent, and cannot receive large-body aircraft code E such as A350, B777, B787, etc., leading to the inability to open international routes with long routes requiring large-body aircraft.
The quality of the runways has degraded and needs regular maintenance and repair; there is no parallel taxiway system, affecting the take-off and landing times of flights; there is no cargo terminal or hangar repair area...
Therefore, upgrading and renovating Vinh International Airport is a requirement, especially the construction of a second runway with a length of 3,000m, ensuring that it can receive large-body aircraft code E such as A350, B777, B787, as well as the construction of a new civil aviation area.
During his working trip to Nghe An at the end of July 2022, Prime Minister Pham Minh Chinh directly inspected Vinh International Airport.
Then, in Conclusion Notice No. 244/TB-VPCP dated August 11, 2022, the Prime Minister assigned the People's Committee of Nghe An province to preside over and coordinate with relevant agencies and units to develop a Project on socialization of investment and exploitation of Vinh International Airport, send it to the Ministry of Transport for synthesis and report to the Prime Minister.
Also at today's working session, the Provincial Party Standing Committee gave opinions on the Draft Report and Program to Summarize 10 years of implementing Resolution 8 of the Central Committee (11th tenure) on the Strategy to protect the Fatherland in the new situation.
