During his lifetime, President Ho Chi Minh always reserved sacred and deep feelings for his homeland Nghe An. He once advised“Nghe An is a large province with rich resources and a hard-working and revolutionary people. We hope that our compatriots and comrades will strive to make Nghe An one of the most prosperous provinces in the North.”(Letter to the Executive Committee of the Nghe An Provincial Party Committee, July 21, 1969).
Following his words, over the past many terms, the Party Committee, Government and People of Nghe An province have always been concerned and made efforts to overcome difficulties to build their homeland to develop more and more. Paying special attention to President Ho Chi Minh's hometown, the Politburo has always closely followed the situation of the province, issued separate Conclusions and Resolutions on Nghe An, aiming to orient the strategy, vision and create motivation to help the province develop commensurate with its position, role and potential. In the process of implementing Conclusion No. 20-KL/TW, Resolution No. 26 NQ/TW, Notice No. 55-TB/TW of the Politburo, Nghe An has achieved positive and encouraging results, but the most core goal of "Nghe An becoming a fairly developed province in the Northern region by 2015 and an industrial province by 2020" has not yet come true.
Based on the summary and evaluation of the achievements and limitations and difficulties after 10 years of implementing Resolution 26-NQ/TW of the Politburo on "Orientations and tasks for the development of Nghe An province to 2020"; with the viewpoint that "building and developing Nghe An province commensurate with its position, role, importance, worthy of being the homeland of President Ho Chi Minh is an important political task of the Party Committee, Government, and People of Nghe An province and the whole country", on July 18, 2023, General Secretary Nguyen Phu Trong signed and issued Resolution No. 39-NQ/TW of the Politburo on "Building and developing Nghe An province to 2030, with a vision to 2045", this is considered a new opportunity and fortune for Nghe An.
Resolution No. 39-NQ/TW of the Politburo sets the target for 2030: “Nghe An is a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; is the center of the North Central region in terms of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture; has a synchronous and modern infrastructure system, capable of effectively responding and adapting to natural disasters and climate change; the material and spiritual life of the people is constantly improved; the value of the forest, sea and island ecosystems, culture, history and traditions, especially Nghe An culture are preserved and promoted; national defense, security and sovereignty over borders, seas and islands are firmly ensured; the Party organization and political system are clean and strong; the strength of the great national unity bloc and the people's trust in the Party and the State are enhanced”.
The Politburo's continued issuance of a new Resolution on Nghe An, in addition to continuing to demonstrate the Politburo's special attention to President Ho Chi Minh's homeland, also demonstrates the consistency, continuity and practicality in the Party's policies and orientations on the development of Nghe An province; affirms the Party's viewpoint on the role, position and importance of Nghe An to the region, area and the whole country; creates unity in the perception of all levels and sectors; thereby, paving the way for the introduction of new, breakthrough solutions to attract resources, both material and spiritual, to build and develop Nghe An into a well-off province of the whole country.
From 10 years of experience in implementing Resolution No. 26-NQ/TW, the Politburo has clearly directed the responsibility for implementing Resolution No. 39-NQ/TW to the National Assembly, the Government, ministries, branches, Nghe An province and provinces and cities in a complete and profound manner. In particular, the Politburo assigned the Nghe An Provincial Party Committee to urgently develop an Action Program to implement Resolution 39-NQ/TW of the Politburo, identifying specific tasks and solutions, closely linked to the organization of the implementation of Resolution No. 26-NQ/TW, dated November 3, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045; proactively promulgate guiding documents, mechanisms and policies to successfully implement the Resolution; promote the leadership role of Party committees and organizations at all levels, the participation of the entire political system, create high consensus in society, in order to soon bring the Resolution into life.
At the same time, the Politburo also pointed out the main groups of tasks and solutions to develop Nghe An in the coming time, including: Unifying awareness, renewing thinking, arousing the aspiration for comprehensive, faster and stronger development; promoting traditions and culture imbued with Nghe An's identity to become the driving force and endogenous resources for development. At the same time, building and implementing well the work of planning and planning management; strengthening development linkages...
Prime Minister Pham Minh Chinh emphasized the main viewpoint that Nghe An needs to promote self-reliance, self-strengthening, rising from its own hands, brains, and land; at the same time, promoting the heroic historical tradition, the spirit of great solidarity of the land of talented people; mobilizing all resources, especially public-private partnership resources, resources outside the society, taking public investment as the leading source of investment, activating all social resources to serve the province's development in a breakthrough way. The planning must have innovative thinking, strategic vision, must maximize the potential differences, outstanding opportunities, competitive advantages of Nghe An province; at the same time, limit the conflicts, challenges, difficulties, and obstacles that the province must resolve.
To create a breakthrough in the implementation of Resolution 39-NQ/TW, General Secretary Nguyen Phu Trong emphasized: The Politburo's issuance of a new Resolution on Nghe An is only a very important first step, the decisive issue is to organize its implementation effectively; must turn the Resolution into material wealth, into vivid reality, the things we desire for Nghe An to be richer and stronger. Accordingly, the spirit is that localities must also try harder, be the main force, be the internal force, be the ones to practice, not to rely on others; but the responsibility of central agencies is also very important, not to leave it all to the locality. All need to join in synchronously with the spirit of "unanimity from top to bottom, smoothness from top to bottom" to create concrete and clear changes.
Immediately after the Politburo issued Resolution 39-NQ/TW, the Standing Committee of Nghe An Provincial Party Committee held a meeting to listen to reports on plans and preparations to organize a conference to study and disseminate; develop a draft Action Program of Nghe An Provincial Party Committee to implement Resolution 39-NQ/TW and coordinate to develop a draft Action Program of the Government to implement Resolution 39-NQ/TW. At this meeting, the Secretary of Nghe An Provincial Party Committee requested relevant agencies and units to be ready to prepare early and carefully for the Conference to study and disseminate Resolution 39-NQ/TW of the Politburo; Develop an Action Program with content that is close to and suitable to Nghe An's reality, clear, focused and key.
In many forums, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province shared: This is a time of "heavenly time, favorable terrain and harmony of people", a "golden" time for rapid, strong, breakthrough and more sustainable development. If we do not take advantage to move forward quickly, do not surpass ourselves, Nghe An will miss the opportunity to develop. With such a context and time, with such strong determination to change, it is very necessary to have solidarity, unity and consensus among cadres, party members and people of all walks of life.
As a clear demonstration of that strong determination to change, on this occasion, the People's Committee of Nghe An province granted the Investment Registration Certificate for the Innovation Precision Vietnam Co., Ltd. Project in VSIP Nghe An Industrial, Urban and Service Park, in the Southeast Economic Zone to Shandong Innovation Metal Technology Group. The project has a total investment capital of 165 million USD, is expected to employ 1,500 workers, and is expected to officially come into operation by October 2024. This is the FDI project with the fastest time to complete investment procedures ever; from when the group began to survey investment in Nghe An in early June 2023 until being granted the Investment Registration Certificate, it took only nearly 2 months.
Speaking at the ceremony to grant the Investment Registration Certificate to the Innovation Precision Vietnam Co., Ltd. Project, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung emphasized: "This is also the guiding spirit of Nghe An province in innovating and improving the investment environment, accompanying and creating the most favorable conditions for investors from the beginning of the survey until the project comes into operation. This also helps Nghe An province's investment attraction work in recent times achieve positive results. Up to this point, Nghe An has attracted over 890 million USD in FDI capital, ranking 8th out of 63 provinces and cities nationwide."
Mr. Teng Wei Hong - General Director of VSIP Nghe An Co., Ltd. expressed his gratitude for the attention of the Provincial Party Committee, the Provincial People's Committee and the departments, branches and sectors in granting the Investment Registration Certificate to the project in a short time and emphasized that "This demonstrates the active support and interest of the province, at the same time, building great trust for foreign investors". This is also what the leaders of the province, all levels, branches and localities in the whole province desire, determined to create a breakthrough in administrative reform, improve the investment and business environment, in order to promote investment attraction and improve the efficiency of resource use to develop the homeland.
It can be said that the aspiration to develop Nghe An has always been nurtured through many periods, but perhaps that aspiration has become very strong and urgent at this time. The determination of the Party Committee, Government and People of Nghe An province, combined with the new impetus from Resolution 39 of the Politburo, is expected to resonate into a great strength to bring Nghe An into a new development cycle, in line with the trend of the times, as General Secretary Nguyen Phu Trong advised "Must step strongly, go far, Nghe An like that is Nghe An".
