On May 10, the Hanoi Department of Culture and Sports held a press conference to announce the opening art programs.SEA Games 31took place on the evening of May 12 at My Dinh National Stadium.
Director of the Hanoi Department of Culture and Sports Do Dinh Hong said that immediately after the script was approved, the Hanoi SEA Games 31 Organizing Committee coordinated with units to mobilize more than 1,000 people from different units to practice for the opening and closing ceremonies of the 31st SEA Games.

The message of SEA Games 31 is "For a stronger Southeast Asia", the script of the opening ceremony of SEA Games 31 includes 3 chapters: Friendly Vietnam, Strong Southeast Asia, Shining Southeast Asia.
The program took place with a parade, the Vietnamese flag-raising ceremony and the performance of the National Anthem, the Southeast Asian flag-raising ceremony and the 31st SEA Games, with the 11 best athletes selected to carry the flag. After the opening ceremony, 11 outstanding athletes from different periods will carry the torch and light the Torch Stand.
As planned, the preliminary rehearsal took place on May 9 and the final rehearsal took place on May 10. The opening ceremony of the Congress will take place at 8:00 p.m. on May 12 at My Dinh National Stadium.

Musician Huy Tuan said that the music for the opening ceremony of the 31st SEA Games will have many highlights. The music reflects the Vietnamese spirit, while being close to the ears of international friends. The main language is World Music, based on international rhythms, the melodies are performed by traditional Vietnamese musical instruments.
Also at the press meeting, Acting Director of the Department of Performing Arts Tran Ly Ly - General Director of the opening ceremony of SEA Games 31 said that MC Duc Bao and MC Phi Linh were chosen to host the opening ceremony of SEA Games 31.
