The Ministry of Education and Training (MOET) has just issued a Circular amending and supplementing a number of articles of the Regulations on admission to full-time universities and colleges. Accordingly, this year's entrance exam will have many major changes.

Allowed to organize 1-2 admissions

Accordingly, from this year, schools with enrollment targets for full-time university and college programs are allowed to organize 1-2 enrollment periods, but the specific enrollment period is determined by the Ministry of Education and Training. Enrollment methods include: entrance exams, admission reviews, or a combination of entrance exams and admission reviews.

In particular, schools that organize their own admissions exercise their autonomy and are responsible for their admissions according to regulations. The exam results of candidates taking the entrance exams at schools that organize their own admissions are only valid for admission to that school, not valid for admission to other schools; Schools that organize their own admissions can combine the admissions of candidates taking the common exam whose exam results meet the criteria for ensuring input quality as prescribed by the Ministry of Education and Training; Schools can organize separate admissions for some faculties and majors;

Amendment of preferential admission policy

In addition, the Circular also amends a number of preferential policies in admission and direct admission policies to ensure fairness among priority subjects and priority areas.

Specifically, subject 01: Vietnamese citizens who are ethnic minorities with permanent residence in extremely disadvantaged villages, communes in regions I, II, III in ethnic and mountainous areas in the period 2012 - 2015.

Amend and supplement the subject "Soldiers and police officers who have completed their military service and have been discharged with a service period of 18 months or more" under subject 03 as follows: Soldiers and police officers who have been discharged and recognized as having completed their military service as prescribed;

Add the following subjects to subject 04: Children of resistance fighters infected with toxic chemicals with a labor capacity reduction rate of 81% or more;

Amend the subject "Children of resistance fighters infected with toxic chemicals who are recognized by the Provincial People's Committee as having deformities, disabilities, and reduced ability to self-reliant in daily life and study due to the consequences of toxic chemicals" under subject 04 as follows: Children of resistance fighters with deformities, disabilities due to the consequences of toxic chemicals who are receiving monthly allowances;"

Add the following priority subjects to subject 05: Commanders, Deputy Commanders of Military Commands of Communes, Wards, and Towns; Village Team Leaders, Platoon Leaders of Core Militia and Self-Defense Forces, Militia and Self-Defense Forces who have completed their service in the Core Militia and Self-Defense Forces for 12 months or more, taking the exam to enter the Basic Military Sector.

Subject 06 is amended and supplemented as follows: Vietnamese citizens who are ethnic minorities with permanent residence outside the designated areas in priority group 1; Children of war invalids, sick soldiers, children of people who enjoy policies like war invalids with a loss of working capacity of less than 81%; Children of resistance fighters infected with toxic chemicals with a loss of working capacity of less than 81%; Children of revolutionary fighters, resistance fighters who were imprisoned or exiled by the enemy; Children of resistance fighters to liberate the nation, protect the fatherland and perform international duties; Children of people who have contributed to the revolution.”

Add subject 07 for severely disabled people.

Expanding direct recruitment

Candidates who win first, second, and third prizes in the national excellent student selection exam; candidates who win first, second, and third prizes in the Science and Technology Competition organized by the Ministry of Education and Training, who have graduated from high school, will be directly admitted to university in the same major or a related major of the subject in which the candidate won the prize;

Candidates who win consolation prizes in the national excellent student selection exam; candidates who win consolation prizes in the science and technology competition organized by the Ministry of Education and Training, who have graduated from high school, will be directly admitted to college in the same major or a similar major of the subject in which the candidate won the prize.

Candidates who win prizes in national excellent student competitions or science and technology competitions, if they have not graduated from high school, will have their degrees reserved after graduating from high school.”

For candidates who won prizes in the national excellent student selection exam, won prizes in the science and technology competition organized by the Ministry of Education and Training and have graduated from high school, after taking the regular university and college entrance exam with enough subjects according to the general exam, with exam results meeting the quality assurance criteria prescribed by the Ministry of Education and Training or higher and no subject has a score of 0, the Principals of the schools will consider and decide to admit them to study.

Students with permanent residence in extremely disadvantaged villages, communes in regions I, II, III in ethnic minority and mountainous areas in the period of 2012 - 2015 are regulated in Decision No. 447/QD-UBDT dated September 19, 2013 of the Minister, Chairman of the Ethnic Minorities Committee and Decision No. 539/QD-TTg dated April 1, 2013 of the Prime Minister on approving the list of extremely disadvantaged communes in coastal and island areas in the period of 2013 - 2015 if studying high school at a location in a district or town with the above communes;

Each candidate is given 3 certificates of exam results.

A new point in this year’s admission is that each candidate is given 3 certificates of university and college entrance exam results. The certificate of exam results is only issued once and has the school’s red seal, instead of every year only issuing certificates of exam results to candidates who fail NV1. In case a candidate loses it, a new certificate will not be issued but only a certificate of exam results will be issued.

Because this year the floor score is removed, the Circular stipulates the admission principles: Schools base on the determined admission quota, after deducting the number of candidates admitted directly (including the number of preparatory students of the school and students of preparatory schools assigned to the school); base on the score statistics provided by the computer for the subjects and areas of the exam; base on the regulations on priority score framework and admission area; base on the criteria to ensure input quality prescribed by the Ministry of Education and Training, the Secretariat submits to the school's Admissions Council for consideration and decision on the admission score plan;

Schools can develop a general admission score plan for the entire school or for each training major corresponding to the exam blocks.
