

The Resolution of the 19th Congress of Nghe An Provincial Party Committee, term 2020-2025, set out the general goal of "Building a clean and strong Party Committee and political system. Promoting the historical and cultural traditions, the people of Nghe An, the will to be self-reliant and the aspiration to rise up; proactively innovating and creating, bringing Nghe An to develop rapidly and sustainably; firmly ensuring national defense and security; striving to make Nghe An a fairly developed province in the Northern region by 2025, and a fairly developed province in the whole country by 2030".

In particular, there are some specific targets such as: Average growth rate of the province's gross domestic product (GRDP) in the period of 2021-2025 reaches 9.5 - 10.5%/year; Average GRDP per capita in 2025 reaches about 83 million VND; Economic structure: Agriculture, forestry, fishery 19-20%; industry and construction 38-39%; services 42-43%; Export turnover by 2025 reaches 1.765 billion USD; Budget revenue by 2025 reaches 26,000-30,000 billion VND; By 2025, 82% of communes will meet new rural standards (of which 20% will meet advanced new rural standards, 5% will meet model new rural standards) and 11 district-level units will be recognized for completing the task of building and meeting new rural standards (of which 1 district will meet model new rural standards)...

After more than 2 years of implementing the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress, in the context of complicated fluctuations in the world situation, global economic downturn; high prices of raw materials, fuels and input materials; complicated developments of epidemics, natural disasters and floods, causing many difficulties for production, business and people's lives, the Party Committee and People of Nghe An have made efforts to overcome difficulties, strive to rise up and achieve comprehensive results in the fields of economy, culture-society, national defense-security-foreign affairs and Party building. Up to now, Nghe An has made quite rapid development steps, creating a favorable foundation for the coming period. Currently, some indicators of Nghe An have risen to the top of the North Central region and the whole country.
According to data released by the General Statistics Office, in the first quarter of 2023, the growth rate of gross regional domestic product (GRDP) in Nghe An province is estimated at 7.75% over the same period, ranking 14th out of 63 provinces and cities nationwide (in 2022, the growth rate of gross regional domestic product (GRDP) increased by 9.08%; Nghe An's economic scale ranked 12th nationwide).

According to the Provincial Competitiveness Index (PCI) rankings in 2022 announced on April 11, 2023, Nghe An province scored 66.60 points, ranking 23rd out of 63 provinces and cities nationwide, up 7 places compared to 2021 (30/63).
In difficult conditions, in 2022, Nghe An's Agriculture and Rural Development sector still had an estimated growth rate of 4.78%, while the figure for the whole country was below 3.0%. Other sectors such as industry - construction are estimated to increase by 10.96%; services are estimated to increase by 10.77%; product taxes minus product subsidies are estimated to increase by 2.13%. Total state budget revenue reached VND 21,805 billion, exceeding the estimate by 45.2%, up 9.1% compared to 2021.
Following the good news, in the first months of 2023, district-level units in the Nghe An province, Hoang Mai town and Quynh Luu district, solemnly held a ceremony to receive the Certificate of recognition for completing the task of building new rural areas. The province has also completed the dossier of Dien Chau and Do Luong districts meeting new rural standards to submit to the Central Government for appraisal. Thus, up to now, Nghe An has 309 communes meeting new rural standards; 53 communes meeting advanced new rural standards; 6 communes meeting model new rural standards and 9 district-level units completing the task, meeting new rural standards, making Nghe An a national bright spot in new rural construction.

Investment attraction has many positive changes. In 2022, the newly granted and adjusted FDI capital in Nghe An reached more than 961.3 million USD, bringing Nghe An into the top 10 localities attracting the largest FDI capital in the country for the first time. In the first quarter of 2023, Nghe An continued to be in the top 10 localities attracting the highest foreign investment capital in the country. If calculated by the North Central and Central Coast regions, Nghe An ranked first among 14 provinces and cities in attracting FDI in the first 3 months of the year. Up to now, a number of projects in operation have had annual export value accounting for 30-35% of the province's export value, contributing to raising the proportion of import and export turnover to 28th in the country...
The results of PCI ranking and investment attraction have shown that the administrative reform efforts and investment environment of the provincial authorities at all levels have had strong changes.

In the field of education, Nghe An is considered the leading province in the North Central region in building mechanisms and policies, creating breakthroughs in development. The comprehensive quality of education has been affirmed, the results of the 2022 high school graduation exam, Nghe An ranked 20th nationwide, up 14 places compared to 2021; continuing to maintain the achievements of key education quality, in the top 5 localities nationwide in terms of the number of excellent students at the national, regional and international levels. Recently, at the 2023 national excellent student exam, Nghe An's student delegation won 87 prizes, including 7 first prizes, 32 second prizes, 30 third prizes and 18 consolation prizes; Nghe An's national excellent student team ranked 2nd nationwide (after Hanoi) and ranked 3rd in terms of the number of first prizes.
Along with that, cultural and social fields are focused on; social security and people's lives are guaranteed... Notably, in early 2023, Nghe An successfully organized the Program to mobilize support for housing construction for poor households and households with housing difficulties in the province (in less than 1 month of launching, as of February 28, 2023, 129 units and individuals have registered to support 10,187 houses; equivalent to 521,434 billion VND).


In addition to the achieved results, the socio-economic situation of the province in nearly half of the term also has difficulties and limitations such as: Production and business activities of enterprises and people's lives still face many difficulties; the progress of implementing the 3 National Target Programs is still slow; administrative reform and improvement of the investment and business environment, although being focused on and directed strongly and having changes, have not met the requirements to solve the problems posed to people and enterprises; some agencies and units still have a situation where cadres, civil servants and public employees violate discipline, administrative discipline, and violate the law and are prosecuted and detained...
It is forecasted that in the coming years, there will be many difficulties and challenges; inflationary pressure, rising interest rates, epidemics, natural disasters, storms and floods with unusual developments, affecting production, business and people's lives...

2023 is the mid-term year, which is of great significance in promoting the implementation and striving to complete the goals of the socio-economic development plan set out for the entire 2020-2025 term. Nghe An sets a growth target of 9-10%. To achieve that goal, the Provincial People's Committee issued Decision No. 162/QD-UBND dated January 18, 2023 on the main tasks and solutions for socio-economic development and the State budget estimate for 2023, including 6 key contents for direction and administration, 12 groups of main tasks and solutions and 160 specific tasks assigned to departments and branches.
At the same time, the Provincial People's Committee builds growth scenarios for 2023 for each quarter and the whole year; establishes 5 working groups to direct and promote sectors and fields; deploys the assignment of 2023 plan targets to sectors and levels right from the beginning of the year for implementation...

To remove "bottlenecks" and accelerate the province's development, the Standing Committee of Nghe An Provincial Party Committee identified administrative reform as one of the "key tasks" and a "breakthrough".
On March 6, 2023, the Provincial Party Standing Committee issued Decision No. 1830-QD/TU to establish the Steering Committee for administrative reform of Nghe An province, headed by Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council. The Steering Committee is responsible for directing the development of mechanisms, policies, and solutions to resolve difficulties and problems in administrative reform work in the province; monitoring, directing, and urging relevant agencies, units, and localities in performing administrative reform tasks, ensuring progress and compliance with regulations.

At the first meeting of the Steering Committee for Administrative Reform of Nghe An province, Secretary of the Provincial Party Committee Thai Thanh Quy - Head of the Steering Committee clearly stated the viewpoint: The Steering Committee must take drastic and truly strong action; "not determination on paper" but through specific actions and work; thereby, requesting the members of the Steering Committee to set an example, considering this an important task, associated with the responsibility of the leader.
The remaining time of the 2020-2025 term, with intertwined advantages, opportunities, difficulties and challenges, requires the Party Committee, Government and People of Nghe An to have high political determination, solidarity, perseverance, dynamism and creativity in leadership and direction; mobilize the combined strength of the entire political system and all classes of people to overcome difficulties and challenges, seize opportunities, promote potentials and advantages to achieve and exceed the goals set by the 19th Provincial Party Congress, term 2020-2025.
