

Coming to Ngoc Son commune (Thanh Chuong), we witnessed the atmosphere of new rural construction being pushed to a "climax" with a series of projects being implemented. Typically, the commune road is more than 1.2km long; construction of a 2-storey kindergarten building associated with expanding the campus and upgrading and synchronously renovating auxiliary works to meet level 2 standards; upgrading the campus and some items, expanding the road to the primary school; building a commune stadium; upgrading the commune headquarters, medical station, etc.
According to Mr. Thai Van An - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Ngoc Son commune, the total mobilized resources from the budget, people's contributions and benefactors to support the construction of the works amounted to nearly 40 billion VND.

Along with the projects under the investment responsibility of the commune; the projects directly discussed, decided, implemented, inspected by the people... have created a vibrant construction atmosphere in the hamlets. From completing the intra-hamlet and inter-family traffic system, linked with the drainage system to ensure environmental sanitation; to expanding the planning, building new or upgrading the hamlet cultural house, linked with synchronous investment in cultural and sports institutions; restoring the old village well...
In Lam Thang hamlet, which merged from 3 old hamlets, the locality focused on mobilizing people's strength, calling on children far from home to support the completion of 10km of concrete road; in which the households that contributed the most contributed 60 million VND, the households that contributed the least contributed 15 million VND.
In Nguyet Bong hamlet, in addition to focusing on closing the traffic concrete and building a system of covered ditches on both sides of the road; the hamlet has mobilized children from far away from home to spend more than 1.5 billion VND, along with the people's resources, to build a cultural house worth more than 1.7 billion VND. In Thach Son and Lam Son hamlets, children are called upon to contribute to restoring the village well...

While the current infrastructure is only being invested in, a few years ago, Ngoc Son commune focused on directing the development of the rural economy, increasing income, and sustainably reducing poverty. The commune established an additional cooperative to produce export packaging; converted from growing corn for grain once a year to growing corn for biomass three times a year, with an income of 150 - 180 million VND/ha/year. In particular, the commune resolutely directed the renovation of mixed gardens to grow fruit trees, combined with livestock, bringing economic value to the garden with about 30% of households in the whole commune participating. This is considered a major "revolution" in Ngoc Son in recent times. A typical example is the household of Mr. Nguyen Van Ky (Lam Hong hamlet) who renovated nearly 3,000m2corn garden, cassava, canarium, grapefruit, apple, guava trees, combined with raising 700 - 1,000 chickens/batch; each year, after deducting expenses, the income is more than 100 million VND.
Ngoc Son commune also promotes the strengths of hill gardens and forest gardens to build family farms raising pigs and chickens with a total of nearly 40 models, combined with planting more than 1,000 hectares of raw material forests, of which about 300 hectares are harvested each year...

The Deputy Secretary of the Party Committee and Chairman of the People's Committee of Ngoc Son commune added: Currently, the Party Committee, government, Fatherland Front, organizations in the political system and people of all walks of life in the commune are promoting the spirit of solidarity and making efforts to complete the criteria, striving to reach the new rural destination by the end of 2024.
In Thanh Xuan commune, the traffic system must be completed with more than 100km of communal, hamlet and inter-family roads; from the determination to reach the new rural finish line in 2024, right after the Lunar New Year of Giap Thin, the commune coordinated to speed up the construction progress of communal roads, multi-functional communal cultural houses, canal systems, spillways, etc., with medium-term investment capital for the period 2021 - 2025; at the same time, mobilizing people to donate land, expand hamlet roads, each residential area and contribute money to buy materials, so that when the cement arrives, concrete will be poured simultaneously. Currently, the space, landscape and rural environment in Thanh Xuan commune have clearly improved, becoming more spacious, clean and beautiful.

To make this change from a difficult commune, Mr. Nguyen Khanh Thanh - Secretary of the Commune Party Committee said: The entire political system from the commune to the hamlet has participated in propaganda, mobilization, and creating consensus among people in all 8 hamlets to contribute money, contract businesses to collect, transport, and treat waste; and promote people to proactively renovate village roads, alleys, and gardens, creating a clean and beautiful environment.
Another impressive thing is that because it is located at the end of a water source, when it is sunny it is drought, when it is rainy it is flooding, and only spring crops are produced. Now, on Thanh Xuan land, there is an additional summer-autumn rice crop, green squash grown on corn land; black apple snail farming, beekeeping; establishing a cooperative to raise deer for their luck; building Thanh Chuong clean chicken products that meet 3-star OCOP standards; developing some advantageous livestock such as pigs and goats...



Up to now, Thanh Chuong district has 29/37 communes recognized as meeting new rural standards, of which 4 communes have met advanced rural standards. With the determination of the entire political system from the district to the grassroots level, and the consensus and response of the people, in 2024, the District People's Committee directed 6 communes to reach the new rural standard, 4 communes to reach the advanced new rural standard. Particularly for 2 communes in the resettlement area of the Ban Ve Hydropower project: Ngoc Lam and Thanh Son, the district directed each commune to have 2 villages to reach the new rural standard.

Under the direction of the district, the Party Committee, the government and the entire political system of Thanh Chuong town have taken action, and with the consensus of the people, to build the locality to meet civilized urban standards in 2024. According to Mr. Tuong Dang Hao - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thanh Chuong town: Currently, the town has achieved 50/52 targets, belonging to 9 civilized urban criteria and is focusing on completing the remaining 2 contents, expected to submit to the competent authority for recognition of meeting civilized urban standards in June 2024.

Mr. Le Dinh Thanh - Vice Chairman of Thanh Chuong District People's Committee affirmed: That determination is not willful, but based on the results that localities have achieved in the past. At the same time, the entire political system from the district to the grassroots level is directing with high determination, along with the solidarity and consensus of the people, certainly the targets of new rural construction in the district in 2024 will be completed.
To ensure that 6 communes reach the new rural area target this year, the Thanh Chuong District New Rural Area Construction Steering Committee has worked with the heads of the Party Committees and authorities of 6 communes and requested each locality to review the criteria, on that basis, develop a detailed implementation plan to deploy to cadres, party members and people. The district assigned the departments, offices, units and unions at the district level based on their functions and tasks to be responsible for supporting the localities to complete the criteria; allocating 1 billion VND to support cement for the localities in addition to the cement support source of the province.


On the other hand, the district has been actively coordinating with provincial departments and branches to urgently arrange capital for projects under the medium-term public investment capital for the period 2021 - 2025 that have been approved for localities and urge construction units to speed up the construction progress of capital-funded projects.
Vice Chairman of Thanh Chuong District People's Committee Le Dinh Thanh also said: Currently, the movement to build new rural areas in localities is being promoted, especially donating land to expand roads, contributing money to build roads, cultural houses, and beautifying the new rural environment... To encourage the growing movement and avoid rushing to the end of the year to implement, affecting the progress of building new rural areas, it is recommended that the province soon provide cement to support the communes./.
