After the victory of the general uprising to seize power, on August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam issued a proclamation establishing 13 ministries, including the Ministry of the Interior, to introduce itself to the people. Since then, over the past 78 years, the Interior sector of the whole country in general and Nghe An in particular has always been closely associated with the history of the struggle to protect the achievements of the revolution, preserve national independence, and build and develop the country.
Promoting the precious tradition of the sector, with the attention, leadership and close direction of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee, the coordination from all sectors and levels, along with the drastic and timely direction of the collective leadership of the Department, of the departments, units and the efforts and responsibilities of all cadres, civil servants, public employees and workers of the entire Department in performing professional tasks; especially difficult and complicated tasks are all seriously, promptly and with quality; the working environment has high consensus and unanimity among the collective leadership of the Department and cadres, civil servants, public employees and workers of the Department, in recent years, the Department of Home Affairs of Nghe An province has continuously improved the quality of professional tasks, successfully completed the tasks assigned by superiors with outstanding and remarkable results.
Specifically, in the work of building institutions and policies, the entire sector has promptly reviewed, researched, revised, supplemented, issued and advised on the issuance of documents to concretize the Central Government's guidelines and policies, ensuring unity, synchronization, publicity and transparency in the implementation process.
Regarding the organization and staffing, the Department of Home Affairs has advised the Provincial People's Committee to approve the reorganization plan, appraise the autonomy plan on organization and personnel for public service units; approve the staff reduction project, appraise the budget for staff reduction, and policies for retired officials, civil servants, and public employees. The Department has developed a report on the management and use of staffing in 2023 and proposed staffing in 2024.
The Department has also advised the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to approve the annual training plan for cadres, civil servants and public employees of the State sector and to monitor and guide its implementation. Fully and promptly implement policies and regimes for commune-level cadres and civil servants. Salary and allowance increases are implemented promptly, ensuring the rights of cadres, civil servants and public employees.
In parallel, the work of building the government and administrative boundaries is focused on by the Department of Home Affairs. In particular, actively advising on the implementation of the Project to expand the administrative boundaries and urban space of Vinh city (the Standing Committee of the Provincial Party Committee approved the draft Project in Notice No. 881-TB/TU dated April 12, 2023); developing a project to propose recognition of the expanded Vinh city as meeting the criteria of a type I urban area and reporting on the review and assessment of the level of infrastructure development in the area where wards are expected to be established in Vinh city. At the same time, the Department focuses on directing the People's Committees of districts, cities and towns to review and develop for submission to competent authorities a plan to arrange administrative units at the district and commune levels for the period 2023-2025 according to Conclusion No. 48-KL/TW.
Identifying administrative reform as one of the key and continuous tasks, one of the breakthroughs of the province according to the Resolution of the 19th Provincial Party Congress, term 2020 - 2025, with the role of the standing agency on administrative reform of the Provincial People's Committee, the Party Committee and the Board of Directors of the Department of Home Affairs have paid special attention to focus on leading and directing the drastic implementation of administrative reform within the agency and its affiliated units.
The Department of Home Affairs has advised on the implementation of many important contents, along with the determination of all levels and sectors, the administrative reform work of the province in recent times has had many positive changes, demonstrated through the results: Provincial Competitiveness Index (PCI) ranked 23rd (up 7 places); Administrative Reform Index (Par-Index) ranked 16th (up 1 place); Public Administration Performance Index (PAPI) ranked 17th, especially the Satisfaction Index of People and Enterprises (SIPAS) ranked 14th (up 21 places); The Provincial People's Committee announced the results of the index and ranking of administrative reform work of provincial departments, branches, sectors, People's Committees of districts, cities and towns of Nghe An province in 2022.
In the first 6 months of the year, the Provincial Emulation and Reward Committee issued a plan to participate in the 2023 National Conference to commend and honor advanced models and successfully organized the 2022 North Central Province Emulation Cluster Summary Conference in Nghe An. Advised on State-level rewards, advised the Chairman of the Provincial People's Committee to award emulation titles to individuals and collectives; focused on resolving pending resistance war reward records, etc.
At the same time, the field of state management of religion has been strengthened and focused on by the Nghe An Department of Home Affairs, contributing to promoting the good cultural and ethical values of religions, while proactively preventing and resolutely fighting against acts of taking advantage of religious beliefs to divide and sabotage the solidarity of the religious and non-religious people.
The sector has focused on making state management of archives more systematic and scientific. Management of associations, funds and non-governmental organizations, youth work, training, fostering, inspection, legislation, international cooperation, etc. have many positive results.
In addition to the achieved results, in the face of the requirements of the new period, the provincial Department of Home Affairs has had and is having new opportunities and chances but also many difficulties.
