According to Decision No. 471/QD-TTg, those with a salary coefficient (position salary or salary according to current rank or grade) of 3.00 or less are entitled to a subsidy of VND 250,000/person.
Pensioners and low-level social insurance beneficiaries with difficult living conditions are entitled to hardship allowances. Those with pensions and social insurance benefits of 2.2 million VND/month or less are entitled to a subsidy of 250,000 VND/person.
Officials and civil servants with low salaries will receive additional benefits.

People with revolutionary contributions who receive regular allowances (excluding those receiving death benefits) receive a subsidy of VND 250,000/person.
