After Nghe An Newspaper published on May 2, 2011, published an article reflecting on the fact that some people in Hung Dong Commune (Vinh City) organized to build up soil to block the polluted wastewater of Sabeco Song Lam Packaging Joint Stock Company from flowing into the fields, Vinh City People's Committee recently had a meeting with the Company's leadership representatives to handle the above issue...
Also attending the meeting were representatives of the Department of Natural Resources and Environment, the Management Board of the Southeast Economic Zone, the Bac Vinh Industrial Park Infrastructure Investment and Development Company, the People's Committee of Hung Dong Commune, the Chairman of Hung Dong 1 Cooperative, the Executive Committee of My Hoa, My Long, Yen Khang, Yen Xa, Trung My hamlets (Hung Dong Commune). After listening to the opinions of the relevant parties, Mr. Le Quoc Hong - Vice Chairman of Vinh City People's Committee - chaired the meeting and concluded:
Since its operation, Sabeco Song Lam Packaging Joint Stock Company (with an area of over 80,000 m2 in Bac Vinh Industrial Park specializing in the production of 2-piece aluminum cans and carton boxes) has discharged wastewater into Bau Dong area but has not complied with the regulations in the discharge license No. 56/GP-STNMT dated October 12, 2010 such as: no wastewater flow meter, no wastewater treatment system operation log; has not organized environmental monitoring and supervision, and periodically reported to the Department of Natural Resources and Environment as prescribed, allowing the incident of untreated wastewater spilling into the environment... Vinh City People's Committee issued Notice No. 158/TB-UBND dated May 9, 2011 requesting Sabeco Song Lam Packaging Joint Stock Company to properly implement the content of the environmental protection commitment according to the certificate No. 38/GXN-UBND dated August 1, 2007 of Vinh City People's Committee and the regulations on waste discharge of the Department of Natural Resources and Environment, organize unscheduled monitoring and periodic monitoring of the quality of discharged water. Assign Hung Dong Commune People's Committee to regularly inspect the assurance ofEnvironmental standards of Sabeco company; If any signs of environmental pollution are detected, invite the company to make a record, take samples and record with pictures.
Regarding the issue of domestic water sources, the Hung Dong commune government inspected and established a project to build a water supply pipeline system for people in the 6 affected hamlets according to the mechanism of the state and the people working together. Regarding statistics and compensation for damages, according to the direction of the Provincial People's Committee in Official Dispatch No. 6135/UBND-DC dated October 4, 2010, the Vinh City People's Committee assigned the responsibility to the Hung Dong commune People's Committee to review and complete the statistical data on area and extent of damage and send it to the city government before May 15, 2011.
The Department of Natural Resources and Environment shall preside over the appraisal, coordinate with Hung Dong commune and Sabeco Song Lam Packaging Joint Stock Company to unify the data so that the Company can make compensation in accordance with the provisions of Decree No. 113/2010/ND-CP dated December 3, 2010 of the Government.
