20 years in prison for fraud and appropriation of 4.5 billion VND

(Baonghean) -On the morning of September 28, the Supreme Court opened a mobile appeal trial of defendant Dang Thi Ngoan (born in 1983, in Phuc Son commune, Anh Son district, Nghe An) - former clerical officer and treasurer, assistant at the Finance Department of the People's Committee of Anh Son district town.

The indictment of the People's Procuracy of Nghe An province determined that from February 2009 to June 2009, Ngoan used many tricks to defraud and appropriate the assets of 14 people who were officials and civil servants in Anh Son district, with a total amount of more than 4.5 billion VND. Ngoan's biggest victim was her former teacher Nguyen Thi Hoa (teacher at Phuc Son Secondary School) whose husband went to work abroad. Ngoan tricked Ms. Hoa into lending money to the town People's Committee to build a market.

Forged the signatures of the chairman and vice chairman of Anh Son town People's Committee, and stamped the committee on the commitment paper to borrow 3.5 billion VND from Ms. Hoa, with an interest rate of 5,000 VND/1 million VND/day. When the payment deadline came, Ms. Hoa asked for it, but Ngoan convinced the teacher that the government had increased the interest rate and would pay both the principal and interest of 4 billion VND. In early April 2010, Ngoan and her husband went to Ms. Hoa's house to borrow another 190 million VND. With many tricks of borrowing money at high interest rates, Ngoan has deceived many other people.

The court of first instance sentenced Dang Thi Ngoan to 20 years in prison for fraud and property appropriation and ordered her to pay compensation of more than 4.5 billion VND to 14 victim families. Ngoan filed an appeal. The appellate panel found that Ngoan had used many tricks and tricks to commit her fraud with a large amount of money but was not sincere, so the appeal was rejected and the sentence was upheld.
