Some policies for developing public health human resources in Nghe An province
(Resolution 34/2011/NQ-HDND, dated December 9, 2011 of the People's Council of Nghe An province, term XVI, 3rd session)
Pursuant to the Law on Organization of People's Councils and People's Committees dated November 26, 2003;
Considering the proposal of the Provincial People's Committee in Submission No. 7371/TTr-UBND dated November 28, 2011;
Based on the review of the Audit Report of the Committee for Culture and Society and the discussion opinions of the Provincial People's Council delegates.
Resolution:
Article 1. Approving a number of policies for developing public health human resources in Nghe An province:
1. Provide additional one-time initial financial support for medical staff belonging to the high-quality human resources (as stipulated in Resolution No. 316/2010/NQ-HDND dated July 10, 2010 of the Provincial People's Council) who come to work at the following medical units for 5 years or more:
a) Doctors, Specialist II doctors, and Specialist II pharmacists who come to work at the Tuberculosis and Lung Hospital, the Mental Hospital, the Forensic Assessment Center, and the Forensic Psychiatric Assessment Center are supported with funding equivalent to 20 times the minimum wage.
b) Medical masters, resident physicians, specialist doctors I, and specialist pharmacists I who come to work at the Tuberculosis and Lung Hospital, the Mental Hospital, the Forensic Assessment Center, and the Forensic Psychiatric Assessment Center are supported with funding equivalent to 18 times the minimum wage.
c) Doctors and pharmacists who have graduated from regular universities with excellent or fair grades and come to work at the Tuberculosis and Lung Hospital, the Mental Hospital, the Forensic Assessment Center, and the Forensic Psychiatric Assessment Center will receive financial support equivalent to 16 times the minimum wage.
2. One-time initial financial subsidy for those who come to work at the following medical units for 5 years or more:
a) Doctors with average university degrees:
- Coming to work at the Mountainous Commune Health Station in Region 3 (especially difficult) will receive financial support equivalent to 24 times the minimum wage;
- Coming to work at the Low Mountain Commune Health Station, High Mountain Town Health Station, High Mountain District Health Center, special units at the provincial level: Tuberculosis and Lung Hospital, Mental Hospital, Forensic Examination Center, Forensic Psychiatric Examination Center will receive financial support equivalent to 20 times the minimum wage.
Coming to work at the Commune Health Station, Plain Town, Low Mountain Town Health Station, High Mountain District Hospital, Low Mountain District Health Center will be supported with funding equivalent to 16 times the minimum wage;
b) Doctors from other provinces coming to Nghe An after completing specialized training:
- Coming to work at a mountainous commune health station in region 3 (especially difficult) will receive financial support equivalent to 18 times the minimum wage;
- Those who come to work at the health station of a commune or town in a low mountainous area will receive financial support equivalent to 16 times the minimum wage;
- Coming to work at the Commune Health Station, the town in the delta will receive financial support equivalent to 14 times the minimum wage.
c) University pharmacists graduated from regular university with average grade:
- Coming to work at the Mountainous District Medical Center, special units at the provincial level: Tuberculosis and Lung Hospital, Mental Hospital, Forensic Examination Center, Forensic Psychiatric Examination Center are supported with funding equivalent to 20 times the minimum wage;
- Coming to work at the High Mountain District Hospital; Low Mountain District Medical Center is supported with funding equivalent to 16 times the minimum wage.
d) University pharmacists in the inter-university system (specialized training) from other provinces to Nghe An:
- Those who come to work at the Mountainous District Medical Center, Mountainous District Hospital, Tuberculosis and Lung Hospital, and Mental Hospital will receive financial support equivalent to 12 times the minimum wage.
3. Monthly training funding support:
a) Secondary medical staff and pharmacists sent by the Director of the Department of Health to study to become university doctors or pharmacists and who commit to returning to work at their old unit for 5 years or more after completing their studies will be supported with training costs during the actual months of study as follows:
- Medical staff working at commune and town health stations in mountainous districts who study to become doctors will receive financial support equivalent to 1.2 times the minimum wage.
- Medical staff working at commune and town health stations in the delta who study to become doctors will receive financial support equivalent to one time the minimum wage.
- Medical staff working at commune and ward health stations in towns who study to become doctors will receive financial support equivalent to 0.8 times the minimum wage.
- Doctors working at health stations in communes of Vinh City, Health Department, District and Town Health Centers, Tuberculosis and Lung Hospital, Mental Hospital, Forensic Medical Examination Center, Forensic Mental Examination Center, Provincial Preventive Medicine Center, Center for Malaria Prevention and Control, Parasitic and Transmissible Diseases and CT who study to become doctors will receive financial support equivalent to 0.6 times the minimum wage.
- Secondary school pharmacists working at the Mountainous District Health Center, Mountainous District Hospital, Tuberculosis and Lung Hospital, Mental Hospital, Center for Malaria Prevention and Control, Provincial Center for Preventive Medicine who study to become university pharmacists will receive financial support equivalent to 0.6 times the minimum wage.
b) In addition to the financial support level at Point a of this Clause, during the actual study period, cadres sent to study shall receive a salary according to regulations and shall receive monthly additional financial support equivalent to the allowance level at the time of sending to study.
c) At the same time, students who are receiving training support from projects being implemented in Nghe An are not entitled to the support policies in points a, b, c, d, and dd of this clause. In case the project's support level is lower than the province's policy, the provincial budget will provide additional support to ensure it is equal to the province's policy.
d) Encourage units to allocate funds from autonomous sources (implementing Decree No. 43/ND-CP of the Government) to provide additional support for officers to attend training to improve their professional qualifications and skills that the unit needs to send for training.
d) In cases where secondary medical doctors and pharmacists in Point a of this Clause are permitted by the province to contract training with universities, the annual training costs of the schools as prescribed will be 100% supported by the provincial budget through the Department of Health.
4. Contract funding support for retired doctors working at commune, ward and town health stations across the province (working time is the same as that of commune health station staff) equal to 3 times the minimum wage/month/person.
5. Funding source for implementation: From annual health career funding, guaranteed by the provincial State budget.
Article 2. Implementation
The Provincial People's Committee is assigned to issue specific regulations to implement this Resolution and have sanctions for those who do not properly fulfill their commitments on working time as prescribed.
Article 3. Entry into force
This Resolution was passed by the 16th Provincial People's Council, 3rd session on December 9, 2011 and takes effect 10 days after the date of passage.
Abolish Resolution No. 202/2007/NQ-HDND dated October 19, 2007 of the People's Council of Nghe An province on a number of policies to attract and support human resources in the Nghe An health sector for the period 2007 - 2010 and the following years.
