(Baonghean.vn) -On January 16, Nghe An Provincial People's Committee held a conference to review one year of implementing the National Target Program on New Rural Construction (NTM) for the period 2010 - 2020. Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee chaired the conference.

By December 31, 2011, the whole province had 303/435 communes completing the planning, reaching 69.66% (the whole country has only reached over 40%), with 111 craft villages, 133/435 communes received support from the central budget of 50 million VND/commune to build production development models. However, in implementation, there are still many limitations such as: Propaganda work has not received due attention, a number of cadres and farmers still have the mentality of waiting and relying, the capacity of a number of cadres is still limited, planning is slow and does not meet requirements; the quality of vocational training is still limited; the construction of model communes and model districts is not really clear. The central budget support only reaches 22.9% compared to the demand, while the provincial budget has not been able to balance itself...

Comrade Dinh Viet Hong concluded: To achieve the goal of having 20% ​​of the communes in the province meeting the NTM standards by the end of 2015, it is necessary to strengthen the direction and propaganda work, promote the emulation movement among the people. In the immediate future, in 2012, strive to have 19 communes meeting 16 criteria or more, 25 communes meeting 14-15 criteria and 63 communes meeting 11-13 criteria. Localities and sectors need to direct localities to complete and ensure the quality of NTM planning in the first quarter of 2012, organize a launching ceremony for the whole people "Join hands to build new rural areas", directing the remaining 132 communes to urgently complete the planning, and at the same time gradually complete the criteria, mobilizing resources to speed up the progress of building new rural areas.
