Quynh Luu: Illegal house construction after planning, waiting for compensation

(Baonghean.vn) With the aim of "waiting for compensation", many households located in the planning area for construction projects, factories, and industrial parks in Quynh Luu have competed to build many illegal houses and constructions.


Passing through Hoang Mai Town, turning onto the road connecting National Highway 1A to Dong Hoi Port, we arrived at Dong Thanh and Dong Minh hamlets, Quynh Lap Commune - two small hamlets located separately on the coast with the main occupation being coastal fishing. Life here is quite peaceful, but not long ago, dozens of new houses sprung up close together, interspersed with unfinished houses. All of this has created a different appearance, an incredibly sudden "development" in this poor land. The reason for this phenomenon is that according to the construction plan of Dong Hoi Industrial Park announced in April 2010, Dong Thanh and Dong Minh hamlets will be relocated to make way for a number of large national projects such as the Unburnt Brick Factory, Steel Factory, etc.

Well-off households build houses from several tens to several hundreds of millions, while poor households also try to borrow money to build houses even if they are only a few square meters. According to statistics from the Land Clearance Board of Quynh Lap Commune, after the announcement of the planning, 20 new houses have sprung up in Dong Thanh and Dong Minh. In addition, there are over 100 other households that have arbitrarily built new walls, kiosks, shallow tanks, and auxiliary works... Quynh Lap Commune has made records of all households that have built illegally, but new houses continue to spring up, out of control.

Among the houses we were introduced to, only Mr. Nguyen Van Luong and Mrs. Tran Thi Hoan's house in Dong Thanh hamlet were built earlier. That means when the planning was announced, Mrs. Hoan's house was almost finished with the first floor. Although there was an official document requesting to stop construction, this household continued to build the second floor. "If the government needs me, I am ready to go, but they have to pay us to our satisfaction, but they said they would pay half, if they don't pay the other half, I said I was building a house to live in" - Mrs. Hoan said.


Not only illegal construction in Dong Hoi Industrial Park but also in the project to upgrade and expand National Highway 1A with only 600m of the straightened section of National Highway 1A from Km 382+500 to Km 383+115, bordering Tinh Gia district (Thanh Hoa), before there were only 10 scattered houses, but after the announcement of the planning, very quickly, 40 new houses sprung up close together like "mushrooms after the rain". Called houses, but who can guarantee their quality when each house is only a few square meters, the pillars are fragile, the roof is made of temporary cement, the plaster is shabby, the doors are closed, the bolts are locked all day, there is not a single person, and there are no roads...


Not only the above projects, but currently, most of the projects that need land clearance in Quynh Luu such as: Highway 1A connection project to Thai Hoa, Nghia Dan; Hoang Mai Industrial Park project... all have that sad phenomenon. Even the families of officials and party members also participate in that illegal construction. According to Mr. Nguyen Huu Tuy - Vice Chairman of Quynh Luu District People's Committee: "The reason is that people's awareness is not correct about the compensation and land clearance policies of the Government as well as the province. Besides, there are some elements that incite, incite, even contribute capital or lend capital so that people have money to do the project with the hope of being compensated. The district has directed the communes to make a record and assign them to dismantle themselves, otherwise they will be administratively fined and make a record for enforcement according to regulations"


Perhaps, Quynh Luu needs to have a more resolute attitude, strictly handle violations to set an example for other projects, so that those who take advantage do not have the opportunity to cause losses in money and effort of the people and the State.
