Road maintenance fees officially collected from June 1
Decree 18/2012/ND-CP takes effect from June 1, according to which cars and motorbikes will have to pay fees.
On March 13, Prime Minister Nguyen Tan Dung signed and issued Decree No. 18/2012/ND-CP on the establishment, management and use of the Road Maintenance Fund.
The Decree stipulates that the Road Maintenance Fund is a State Fund, operating not for profit. The Fund established at the Central level is called the Central Fund and the Fund established at the provincial level is called the Local Fund.
The fund will solve the current shortage of funds for road maintenance.
The source of the Fund is from the road usage fee collected annually from each road motor vehicle, including: automobiles; trailers; semi-trailers pulled by automobiles, tractors, and two-wheeled and three-wheeled motorbikes.
The principle of dividing the revenue from road use fees is: road use fees collected for motorbikes in a locality will be added to the Fund of that locality. Road use fees collected for cars are divided into 65% for the Central Fund, 35% for local Funds.
Mr. Nguyen Van Quyen, Deputy Director General of the General Department of Roads, said that the Ministry of Transport is currently coordinating with the Ministry of Finance to develop toll rates for each type of vehicle and will issue specific rates and collection methods. Accordingly, cars will be collected during the inspection period, while motorbikes will be handed over to localities for collection.
Previously, in the draft submitted to the Prime Minister on the road maintenance fund, the Ministry of Transport proposed toll collection rates for cars according to 7 groups. The lowest rate for cars with less than 12 seats and trucks under 2 tons is 180,000 VND/month; the highest rate for trucks of 18 tons or more and trucks carrying goods in 40-foot containers is 1.44 million VND/month. For motorbikes and scooters, the fee is 80,000-120,000 VND/year (depending on cylinder capacity).
According to the Ministry of Transport, if this collection method is implemented, all toll stations that pay the state budget on national highways will be eliminated, only BOT stations will be kept./.
