The new regulations came into effect in April.
This April, several new regulations will come into effect, such as those shortening the time for marriage registration, the time for issuing visa exemption certificates, and the categories of people eligible for subsidized medical examinations and treatment.YouthHere are some regulations that are of interest to many people.
From April 1st to 4th, marriage registration: 3 days
According to Decree 06/2012, from April 1st, the time for marriage registration procedures has been shortened from five days to three days. Applicants can submit their applications via postal service (in this case, the required documents must be certified copies). If applicants submit their applications in person, they must submit photocopies along with the originals for verification, or certified copies.
Visa exemption certificate issued; 5 days
This is a noteworthy point in Government Decision No. 10 dated February 10, 2012, which will take effect from April 15. Specifically, the time for issuing visa exemption certificates to Vietnamese citizens residing abroad will be shortened to five days instead of the current seven days. The application for a visa exemption certificate must be submitted as a single set of documents.
Individuals entering Vietnam with a visa exemption certificate are permitted to stay in Vietnam for no more than 90 days per entry. If they need to stay longer than 90 days, they may be considered for an extension of temporary residence if sponsored by an agency, organization, or individual in Vietnam and have a legitimate reason, for a maximum of 90 days each time. Those wishing to extend their temporary residence must complete the procedures five days before the expiration date.
Cancer patients receive support for medical examinations and treatment.
According to Decision No. 139/2002/QD-TTg, only two groups have been eligible for the subsidy for medical examination and treatment for the poor: people belonging to poor households and ethnic minorities living in communes, wards, and towns in disadvantaged areas.
From April 15th, Decision No. 14/2012 of the Prime Minister added two more categories of beneficiaries to this scheme: those eligible for monthly social assistance as prescribed and those being cared for in state-run social welfare institutions; and those suffering from cancer, undergoing dialysis, heart surgery, or other illnesses that cause financial hardship due to high medical costs and inability to pay for medical expenses.
Negotiate the land value yourselves.
Regarding the handling of collateral assets in the form of land use rights and assets attached to the land in cases where there is no agreement on the method of handling, Government Decree 11/2012 (effective from April 10, 2012) adds two cases for handling as follows:
- In cases where only the land use rights are mortgaged, without mortgaging the assets attached to the land, and the land user is also the owner of the assets attached to the land, the assets attached to the land shall be disposed of simultaneously with the land use rights, unless otherwise agreed.
The parties have the right to mutually agree or use an organization with the function of appraising assets to determine the value of land use rights and assets attached to the land. The proceeds from the sale of secured assets shall be paid in advance to the owner of the assets attached to the land, unless otherwise agreed.

In cases where only the land use rights are mortgaged, without mortgaging the assets attached to the land, and the land user is not also the owner of the assets attached to the land, when the land use rights are processed, the owner of the assets attached to the land may continue to use the land according to the agreement between the land user and the owner of the assets attached to the land, unless otherwise agreed. The rights and obligations between the mortgagor and the owner of the assets attached to the land are transferred to the buyer, the recipient of the land use rights.

Tour guides without licenses: fines up to 10 million VND.
From April 30th, the highest fine for administrative violations in the tourism sector is 40 million VND, and the lowest is 500,000 VND. Tour guides and interpreters who do not wear identification badges or certificates while working will be subject to a warning or a fine ranging from 500,000 to 1 million VND.
Guides who guide tourists without a tour guide license, or use counterfeit tour guide licenses, will be fined between 5 and 10 million VND.
Government Decree 16/2012 (regulating administrative penalties for violations in the tourism sector) has stipulated this.
Reduce import taxes on many items.
The reduction in tariffs, as committed by Vietnam within the framework of free trade areas (FTAs), took effect from April 1st. According to Circulars 20 and 21 of the Ministry of Finance, a series of goods will see a gradual reduction in import tariffs over the next 2-3 years. For example, some clothing and garment accessories will see a gradual reduction from 13% in 2012 to 11% and 9% in the following two years.
Other electronic items will also be subject to new tariffs, such as television cameras, which will see their tariff reduced from 5% in 2012 to 2.5% in 2014. Some types of digital cameras will enjoy a 0% tariff rate under this tariff reduction schedule in 2014. Household appliances such as kitchenware, sinks, bathtubs, etc., will also see their tariffs reduced from 19% in 2012 to 14% in 2014.
