On January 3, 2012, at the Office of the People's Committee of Do Luong district, the Provincial People's Committee held a working session to discuss and resolve the situation at Thai Duong foreign pig breeding farm under the chairmanship of comrade Dinh Viet Hong, Vice Chairman of the Provincial People's Committee. Attending the working session were the Secretary of the District Party Committee and comrades in the Standing Committee of the District Party Committee, Chairman and Vice Chairmen of the Do Luong District People's Committee; representatives of the leaders of the Vietnam Fatherland Front Committee, Farmers' Association, Women's Union of Do Luong district; representatives of the leaders of the departments and branches: Natural Resources and Environment, Industry and Trade, Agriculture and Rural Development, Provincial Police; representatives of the Environmental Protection Sub-Department.
After listening to the Report of the People's Committee of Do Luong district on the complicated situation occurring at Thai Duong foreign pig breeding farm since December 31, 2011, the results of implementing the instructions of the Provincial People's Committee in the notices No. 508/TB-UBND dated December 30, 2011 and No. 509/TB - UBND dated December 31, 2011 of the Provincial People's Committee, and the opinions of the delegates attending the meeting, comrade Dinh Viet Hong concluded as follows:
The complicated situation at Thai Duong Foreign Pig Farm has been basically resolved. The Provincial People's Committee commended the sectors, levels and localities for taking synchronous and drastic measures to stabilize the situation and ensure security and order in the area.
To completely resolve the environmental pollution situation at Thai Duong Foreign Pig Breeding Farm and ensure security and order in Dai Son commune, Do Luong district, the Provincial People's Committee requests departments, branches, Do Luong district People's Committee, Dai Son commune People's Committee and Thai Duong Foreign Pig Breeding Company Limited (hereinafter referred to as the Company) to seriously implement the following contents:
1. Continue to seriously and promptly implement the instructions in Notices No. 508/TB-UBND dated December 30, 2011 and No. 509/TB-UBND dated December 31, 2011 of the Provincial People's Committee.
2. Request Thai Duong Foreign Pig Breeding Company Limited:
- Urgently reduce the current herd size in the farm, organize the movement of pigs exceeding the permitted level out of Dai Son commune, ensuring that the total herd size in the farm is always at 5,000 pigs according to the approved environmental protection commitment.
- Actively and synchronously deploy the environmental treatment system according to the plan approved by the Department of Natural Resources and Environment. The wastewater treatment system must be completed, treated to meet standards, and meet the livestock capacity scale according to current regulations before May 30, 2012.
- Quickly compensate people for damaged fish farming areas as determined by local authorities.
- Closely cooperate with local authorities and professional agencies, strictly comply with directives of state management agencies to soon stabilize the situation for organizing production and business.
3. The People's Committee of Do Luong district and the People's Committee of Dai Son commune continue to maintain the activities of the established committees and working groups, grasp the situation and promptly implement the instructions of the Provincial People's Committee, propagate and mobilize people not to let bad guys incite and provoke, not to gather in crowds and commit illegal acts.
4. Provincial departments and branches, based on their assigned functions and tasks, regularly monitor, inspect and supervise the Company's activities in implementing the requirements of the Provincial People's Committee to completely resolve the environmental pollution situation and soon stabilize the situation.
5. The Provincial Police and Do Luong District Police continue to monitor, investigate, and strictly handle law violators (including businesses and individuals). The Provincial Police will arrange a Mobile Police force with an appropriate number to help the locality ensure security and order in the area and hand over to the District Police and local authorities when conditions are met.
6. The Steering Committee established under Decision No. 5374/QD-UBND.NN dated November 5, 2010 of the Provincial People's Committee shall continue to maintain the assigned working groups, grasp the situation, proactively handle and promptly report to the Provincial People's Committee.
