Amendment and supplement to the Regulations on doctoral training

(Baonghean) - On February 15, 2012, the Ministry of Education and Training issued Circular No. 05/2012/TT-BGDDT on amending and supplementing a number of articles of the Regulations on doctoral training issued together with Circular No. 10/2009/TT-BGDDT dated May 7, 2009 of the Minister of Education and Training.

According to the new regulations of Circular No. 05/2012/TT-BGDDT, doctoral training enrollment is organized 1 to 2 times/year. The head of the training institution decides the number of enrollments and the enrollment time of the following year, and registers with the Ministry of Education and Training in August every year.


English:The foreign language requirement of the applicant must be one of the following foreign language certificates or diplomas: A foreign language certificate equivalent to level B1 or level 3/6 or higher according to the Common European Framework of Reference for Languages ​​(Appendix III), within 2 years from the date of application for doctoral studies, issued by a competent international testing center or a domestic university training in foreign languages ​​corresponding to university level according to the competency framework equivalent to level B1 specified in Appendix IIIa, with the format and requirements of the foreign language test specified in Appendix IIIb; A university degree or master's degree from abroad; A university degree in foreign languages.


According to the provisions of this Circular, a doctoral thesis must be a creative scientific research work of the doctoral student himself, with theoretical and practical contributions in the research field or new solutions of value in developing and increasing scientific knowledge in the research field, creatively solving problems of the scientific sector or socio-economic practices.


For scientific supervision, a scientific supervisor may not accept more than 02 doctoral students admitted in the same year at all training institutions. A professor may supervise no more than 05 doctoral students at the same time; an associate professor or doctor of science may supervise no more than 04 doctoral students at the same time; a doctoral student may supervise no more than 03 doctoral students at the same time at all training institutions, including co-supervisors and post-graduate students whose training period has expired.


Circular No. 05/2012/TT-BGDĐT also has specific requirements on the form and content of doctoral dissertations, especially encouraging doctoral students to publish articles in prestigious international scientific journals listed at http://science.thomsonreuters.com/mjl/ or proceedings of international scientific conferences published by a prestigious international publisher.


Circular No. 05/2012/TT-BGDDT takes effect from April 2, 2012.
