Raising the minimum support level for health insurance contributions for the near-poor

The Prime Minister has justdecisionIncrease the minimum support level for health insurance contributions for people in near-poor households from 50% currently appliedDecree 62/2009/ND-CPup to 70%.

According toDecision 797/QD-TTgJust signed by the Prime Minister, the state budget will support at least 70% of the health insurance premium for people in near-poor households (according to the national poverty standard), starting from January 1, 2012.

Regarding the funding source to support health insurance premiums, the central budget will support 70% of the purchase price of health insurance cards for people in near-poor households in localities that cannot balance their budgets and Quang Ngai province.

For localities with a rate of regulating revenue distribution to the central budget of less than 50%, the central budget will support 35% of the face value of health insurance cards for people in near-poor households.

The remaining localities shall arrange funding sources to support health insurance premiums for people in near-poor households from the local budget.

The Decision also clearly states that the Chairmen of the People's Committees of provinces and centrally run cities, based on the local budget capacity and other legal sources, can decide on the level of health insurance contribution support for people in near-poor households higher than the above-mentioned minimum support level. At the same time, they must organize implementation, inspect and supervise the implementation of support according to regulations.

According todecisionThe Prime Minister promulgated new standards for poor and near-poor households applicable for the 2011-2015 period.Near-poor households in rural areas are households with an average income of 401,000 VND to 520,000 VND/person/month; near-poor households in urban areas are households with an average income of 501,000 VND to 650,000 VND/person/month.

According to the results of the investigation and review of poor and near-poor households in 2011, the Ministry of Labor, War Invalids and Social Affairsannounce, the whole country currently has 1,530,295 near-poor households.
