Implement urgent measures to prevent diseases in farmed shrimp and mollusks.

In Nghe An province, from April 2012 to present, shrimp disease has occurred in 17 communes and wards in 5 districts, cities and towns: Quynh Luu, Dien Chau, Nghi Loc, Cua Lo Town and Vinh City, with a total diseased area of ​​179.23 hectares. Most of the shrimp have hepatopancreatic necrosis syndrome.

White spot disease has appeared in 3 farming areas in Hung Hoa commune - Vinh city, Quynh Xuan commune, Quynh Luong commune, Quynh Luu district. In particular, this year yellow head disease has appeared in Dien Trung commune, Dien Chau district.

Faced with the complicated developments of shrimp diseases, to proactively prevent shrimp diseases and limit losses to farmers, the Chairman of Nghe An Provincial People's Committee requested the Chairmen of the People's Committees of coastal districts, relevant departments, branches and sectors to urgently deploy and direct the urgent implementation of the following contents:

1. Assign the Chairman of the District People's Committee:

Direct the completion of the Steering Committee for livestock, poultry and aquatic disease prevention at district and commune levels; implement regular meetings; assign specific responsibilities to members in implementing synchronous measures to prevent shrimp disease.

- Organize forces, arrange human resources, materials, and funding to proactively respond to epidemics, and prevent them from spreading widely. In communes with epidemics, strictly manage outbreaks, shrimp harvesting, and pond and lagoon treatment according to regulations of specialized agencies.

- Direct the People's Committees of communes and wards to guide farmers to properly implement the following contents:

+ Be aware of environmental protection and disease prevention. Encourage farmers to establish self-management teams, community groups, and cooperative groups/teams to promote community strength in production.

+ Develop shrimp farming according to planning;

+ Comply with the framework and seasonal farming schedule;

+ Early detection of epidemics, timely reporting of epidemics to handle epidemics on a small scale;

+ Strictly implement regulations on banned substances used in aquaculture, promulgate a list of banned and restricted drugs, chemicals, and antibiotics.

Direct the Department of Agriculture and Rural Development, Veterinary Stations, wards, communes and towns to guide production and breeding facilities in the area to:

+ Disease-safe shrimp seed production facilities that periodically conduct monitoring samples and have negative results for white spot syndrome virus (WSSV), yellow head disease virus (YHD), Taura syndrome virus (TSV), hepatopancreatic necrosis virus (NHP), infectious hypodermal and hematopoietic necrosis virus (IHHNV), infectious myonecrosis virus (IMNV), hepatopancreatic virus (HPV) are allowed to quarantine and issue quarantine certificates based on disease monitoring results. Test results must be kept at the facility, at the inspection agency, and traceability. For facilities that do not meet the above requirements, 100% of the shipment must be sampled. Resolutely handle and destroy shrimp seed infected with the above diseases;

+ Circulating shrimp seeds must have a quarantine certificate, be packaged and labeled with the origin according to regulations, and be quarantined once at the place of sale for the above diseases.

+ Strictly check shrimp seed imported into the district, shrimp seed for farming must be healthy, shrimp seed size when released must meet standards, black tiger shrimp from PL15, white leg shrimp from PL12 and above; have clear origin, have quarantine certificate at the place of departure for the following diseases: White spot, yellow head, Taura syndrome, hepatopancreatic necrosis (NHP), hepatopancreatic virus, hypodermal necrosis, hematopoietic organs and muscle necrosis (IMNV). In case of import into the area that has not been checked for the above diseases, it is necessary to raise the seed and take samples for testing (take samples according to the estimated disease prevalence rate of 10% according to the quantity of each shipment).

2. Assign to Department of Agriculture and Rural Development:

- Actively coordinate with relevant units to establish working groups to direct and urge disease prevention work in shrimp.

- Take the lead in coordinating with the People's Committees of districts, cities and towns to strengthen the direction of shrimp disease prevention and control in the province.

- Direct the Agricultural and Fisheries Extension Center to provide technical guidance to shrimp farmers (through agricultural extension training courses, mass media, radio, and newspapers). Note that for intensive and semi-intensive farming, an area must be set aside for settling ponds to filter water before putting it into the pond. Perform well the stages of pond preparation, bottom cleaning, disinfection and removal of miscellaneous substances with safe products listed in the list of drugs and chemicals allowed to circulate, in the correct dosage and time. Do not use pesticides, biological products or drugs not listed in the list of allowed to circulate. Choose to buy seeds from reputable establishments, care for, clean, and manage the pond/farm environment to ensure growth and enhance resistance for shrimp.

- Direct the Veterinary Department to properly carry out quarantine work according to Circular No. 06/2010/TT-BNNPTNT dated February 2, 2010 of the Ministry of Agriculture and Rural Development.

- Strengthen inspection and monitoring of epidemics, prepare forces, chemicals, materials... to proactively prevent epidemics. Implement inspection and classification of aquatic material business establishments (veterinary medicine, chemicals, biological products, microorganisms and feed used in aquaculture) according to regulations in Circular No. 14/2011/TT-BNNPTNT dated March 29, 2011 of the Ministry of Agriculture and Rural Development. Strengthen inspection and control of the use of drugs, chemicals, and banned antibiotics in aquaculture. Resolutely handle violations and widely announce violations on mass media.

- Direct the Aquaculture Sub-Department to coordinate with the Veterinary Sub-Department to inspect production and business conditions; veterinary hygiene conditions of shrimp seed production and breeding facilities. Strengthen the management of seed and farming areas in the province.

- Direct the Department of Agriculture, Forestry and Fisheries Quality Management to guide and supervise the harvesting and processing of shrimp that have reached commercial size in diseased ponds/swamps.

3. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper: Closely coordinate with the Department of Agriculture and Rural Development to strengthen information and propaganda work on mass media about the disease situation and disease prevention measures in farmed shrimp and mollusks.

4. Department of Finance: Proactively advise the Provincial People's Committee to arrange funding sources for aquatic disease prevention.

5. Steering Committees for Epidemic Prevention at all levels strengthen inspection and urge urgent implementation of epidemic prevention measures.

6. The provincial police coordinate with the veterinary agency to send additional forces to the Animal Quarantine Stations at traffic hubs to inspect and prevent the import of aquatic species from areas with kites into the province.

Requesting the Chairmen of the People's Committees of Quynh Luu, Dien Chau, Nghi Loc districts, Cua Lo Town, Vinh City; departments, branches and sectors to urgently and effectively implement epidemic prevention measures. During the implementation process, if there are any problems or difficulties, the units should report to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for timely resolution.
