Implementing Directive 08 of the Standing Committee of the Provincial Party Committee on "plantation consolidation and land exchange"
(Baonghean.vn) -This morning, June 8th, the Provincial People's Committee held a conference to implement the plan for carrying out Directive 08-CT/TU dated May 8th, 2012, of the Provincial Party Committee on promoting the mobilization of farmers to consolidate land plots and encourage land accumulation for large-scale agricultural production. Mr. Dinh Viet Hong, Vice Chairman of the Provincial People's Committee, presided over the conference; representatives from various departments, agencies, and districts and cities in the province attended.

Over the years, Party committees and authorities at all levels have actively led, directed, and mobilized the people to convert agricultural land, in accordance with Directive No. 02-CT/TU dated April 5, 2011, of the Provincial Party Standing Committee, and have achieved significant results. However, some shortcomings still remain: land conversion has not been linked to the replanning of agricultural fields and the restructuring of crop and livestock production; the size of land plots after conversion is still small, the average number of plots per household is still high, plots are not contiguous, and large-scale specialized farming areas have not yet been formed.
To overcome these limitations, on May 8, 2012, the Provincial Party Standing Committee issued Directive 08-CT/TU on promoting land consolidation and encouraging land accumulation for large-scale agricultural production. Based on this, the Provincial People's Committee drafted an implementation plan with the aim of maximizing land concentration to plan agricultural commodity production areas, forming large specialized farming zones to facilitate the application of scientific and technological advancements; to create conditions for replanning fields, upgrading and improving the internal irrigation and transportation systems; to promote the redistribution of agricultural labor; to facilitate land management; and to contribute to accelerating the implementation of the national target program on building new rural areas.
Representatives from various departments, agencies, and localities participated in providing feedback on the draft. According to the implementation plan, the Provincial People's Committee requires all localities, from district to commune level, to establish and strengthen the Steering Committee for implementation, mobilizing the entire political system to participate. The conference to disseminate the land consolidation and exchange policy must be completed at all levels no later than July 15, 2012. In 2012, each district must select one pilot commune for guidance and experience sharing. In 2013, land consolidation and exchange must be completed in 100 communes. From 2014 to 2015, 80 communes must be completed each year. By 2016, land consolidation and exchange must be completed throughout the entire province.
