Coi Market has not yet promoted business efficiency.

(Baonghean)A rural market that has been operating for decades in Hung Loc commune (Vinh city), the old, shabby and shabby Coi market has been replaced by a new, spacious Coi market, with a construction capital of 14.7 billion VND contributed by cooperative members. However, after being put into operation, the efficiency of the new Coi market has not been commensurate with the investment capital.

From 1998 to present, Hung Loc Cooperative has had 32 hectares of agricultural land reclaimed out of a total of 184 hectares of cultivated land of 1,787 members. Up to now, on average, each member of Hung Loc Cooperative has only 450 square meters of production land, plus side jobs such as freelance construction workers and motel business, but life is still difficult.

Since 2009, Vinh City People's Committee has had a policy to rebuild Coi market to create more jobs and improve people's lives. The way to do it is that the Cooperative Management Board mobilized a capable private company, a local, to volunteer to invest in building the market, then reimburse the capital by bidding to sell the project. After 14 months of construction, on May 1, 2012, the project was put into use.

On an area of ​​7,000m2 (out of a total planned area of ​​8,638m2), Coi market was built with a total area of ​​3,000m2, arranging 160 sales points from 4-5m2. The 220m2 centralized slaughterhouse has been completed but not put into use. The infrastructure from roads, drainage ditches, lighting, septic tanks, fire protection systems have all been completed, the yard in the market is concreted, there is a parking lot, a guard house; outside the main gate there are convenient side gates for entry and exit. After the project was completed, the Cooperative Management Board held a meeting with members to approve the bidding plan to mobilize capital. The bidding was organized publicly, all stalls were priced according to the area and business location. Stalls outside the main communal house cost from 100-170 million VND. The stalls inside the main hall cost from 40-60 million VND.

According to the regulations approved by the cooperative members, all the people in the commune must participate in the bidding before those outside the commune can participate. As a result, 220 households contributed capital to Hung Loc Cooperative members, some people in the wards: Hung Dung, Trung Do, Ha Huy Tap, Quang Trung also contributed capital, the total capital contributed by the people through the bidding was 13.2 billion VND, the Cooperative Management Board contributed 1.5 billion VND. The market put into use has created jobs for many workers in the area.

However, through practical research, Coi market has not yet promoted business efficiency. The main communal house area has 146 stalls, but most of them sell clothing, shoes, cosmetics, and do not have other necessary consumer goods. Many stalls in the main communal house are closed, some are listed for rent. The secondary communal house area includes 160 sales points with an area of ​​only 4 square meters, selling a variety of fresh foods, vegetables, seafood, dried foods, still like the old rural market. The outside surrounding the market is 3 rows of 2-storey houses, quite beautiful, but there are only a few stalls on the first floor, the entire second floor is empty. According to the head of the cooperative, Nguyen Van Khai, there are currently 60 stalls that are not operating. In the role of a buyer, we were asked by some shop owners if we needed to buy a stall so they could introduce it. A shoe stall owner outside the market said: Some rich people have participated in bidding to buy stalls and then resell them for profit...

Coi Market has many business advantages (located on Vinh - Cua Hoi road, near Military Hospital 4, Pedagogical College, Hong Lam Technical Economics College, in the future there will be a second campus of Vinh Medical University, around the market there is a concentrated residential area), it can be developed into a commercial and service center. However, at present the market mainly solves jobs for children of members and some poor workers, so the business capital is not large. To promote the business efficiency of Coi Market, the Market Management Board must create conditions for stall owners with capital to trade many products to meet the diverse needs of consumers. Policies to attract people with large capital to do business in the market need to be implemented. According to the original regulations, members have the right to transfer stalls to others, but need to be on guard against speculation in stall trading.
