Hanoi continues to pilot the issuance of ID cards that include the names of both parents.

The pilot program in three districts of Hanoi—Hoang Mai, Tay Ho, and Tu Liem—will begin in September.

Circular 27 of the Ministry of Public Security, regarding the issuance of new identity cards that include the names of parents, effective from July 1st, has sparked various reactions. However, the leaders of the General Department of Administrative Management of Social Order, Ministry of Public Security, affirmed that the issuance of identity cards according to the new mẫu will still proceed. Accordingly, the pilot implementation in three districts of Hanoi – Hoang Mai, Tay Ho, and Tu Liem – will begin in September.
According to Circular 27/2012 of the Ministry of Public Security, the new national identity card has international standard dimensions (85.6 mm x 53.98 mm) and is made of plastic. The front side contains basic information about the citizen such as full name, date of birth, gender, ethnicity, place of birth, and permanent residence.
The new national identity card has 12 natural numbers compared to the old one with only 9 numbers, and is issued and managed uniformly nationwide by the Ministry of Public Security. The validity period of the new identity card remains the same at 15 years. Notably, the back of the identity card features a two-dimensional barcode, left and right index finger fingerprints, identifying characteristics, father's full name, and mother's full name.

Major General Tran Van Ve, Deputy Director General of the General Department of Administrative Police for Social Order and Security, Ministry of Public Security, said: The new model of the national identity card has many improvements that are convenient not only for management work for state agencies, including the police, but also for the people.
Including the names of both parents on the national identity card would facilitate citizens in various daily transactions such as banking, inheritance, and buying and selling goods. Furthermore, it would accurately identify the individual's identity when needed for classification or investigation.
In fact, there are many cases where a person has two national identity card numbers at the same time, or cases where multiple people share the same surname, given name, and middle name. But if the names of the father and mother are added, there will certainly be no confusion regarding the identity of two people.
"There's nothing wrong with creating a new identity card template, and we've seriously considered feedback from various sources. We've still decided to implement the new identity card template. I believe including parents' names on the ID card doesn't have the negative impact that some people are talking about. In my opinion, it's for better social management," Major General Tran Van Ve affirmed.
According to Major General Tran Van Ve, although Circular 27 stipulates that the names of the father and mother must be recorded, for some special, "sensitive" cases such as: the person does not have or does not know the names of the father and mother, such as illegitimate children, children born through artificial insemination, or adopted children... it is not mandatory to declare the names of the father and mother.
After implementing the program and gaining experience in three districts, Hanoi will proceed with issuing new national identity cards throughout the entire city. Depending on the specific situation, the Ministry of Public Security will decide whether or not to implement it nationwide.
