(Baonghean.vn) -On the morning of September 10, Vinh City People's Court opened the first instance trial of the former Chairman of Quan Bau Ward and 3 other defendants for the act of "Taking advantage of position and power while performing official duties".

2 defendants: Nguyen Dinh Ngoc (1958, residing in Hung Dong commune), former Chairman of Quan Bau ward; Nguyen Viet Trieu (former cadastral officer of Hung Dong commune) committed the crime of "Abusing position and power while performing official duties". 02 defendants: Vo Van Tung (former officer of Vinh City Urban Management Department) and Nguyen Van Hai (former officer of construction company) were prosecuted for the act of "forging seals and documents of agencies and organizations".

In 2008, taking advantage of the land fever in Quan Bau ward, Vinh city, Nguyen Van Hai colluded with Vo Van Tung and Nguyen Viet Trieu to forge 3 sets of documents to convert agricultural land into residential land with a total area of 700m2, Mr. Nguyen Dinh Ngoc signed the confirmation, submitted it to Vinh city People's Committee for approval. Vinh city's Land Use Registration Office verified, inspected the field, measured and divided the plot, and extracted the land plot from agricultural land to residential land.

After being granted land use rights certificates by the Vinh City People's Committee, these subjects sold the above land plots and illegally earned billions of dong. After the incident was discovered, Tung, Trieu and Hai were arrested by the Vinh City Police Department. As for Nguyen Dinh Ngoc, he turned himself in to the police.

At the trial, defendant Vo Van Tung argued that the valuation of the land lots was not in accordance with the regulations on land price lists issued by the People's Committee of Nghe An province. Realizing that defendant Tung's opinion was well-founded, the representative of the Procuracy requested and was accepted by the panel of judges to return the case file for further investigation and to re-evaluate the land lots.
