According to the indictment, from 2003 to early 2012, at Da Bia Eco-tourism Area (in Hoa Xuan Nam Commune, Dong Hoa District, Phu Yen Province), Mr. Thu and his group of people established a political organization called “Bia Son Public Law Council”. This organization is said to have disguised itself as an eco-tourism business to build Da Bia Eco-tourism Area into a command base for the organization’s activities.


The prosecution agency said that, with the strategy of “pre-ecology, post-ancestral temple”, “non-violence”, this organization established 12 committees, 26 Dharma assemblies and 4 unnamed groups in localities; composed and compiled many documents with content distorting the guidelines, policies and lines of the Party and State, slandering and defaming the regime...


According to the investigation of the authorities, Mr. Thu's group has built internal rules, operating regulations, and action platforms to guide the activities of the organization and local religious associations. In addition, this organization also propagates and attracts people to join the organization to contribute material wealth and labor, and at the same time, to be the organization's political force in the localities.


The defendants are also said to have planned the name of the country, the national flag, the national anthem, the capital, the national day, the central and local government apparatus, and the appointment of 72 generals. The plan was that from 2013, Mr. Thu would lead the "Bia Son Public Law Council" and his disciples and clansmen to carry out the struggle to overthrow the Vietnamese State government, establishing the so-called Dai Nam Kinh Chau state.


Several other people are believed to be involved in the case, but authorities say they confessed, denounced the crime, and explained the incident to help the investigation agency clarify the defendants' criminal acts, so they are exempted from criminal liability and will be dealt with in other ways.
