Arrest of Director of Transnational Gambling Website
On the afternoon of October 12, the authorities said that regarding the arrest of three internationally wanted Chinese nationals, the Vietnamese Police Investigation Agency has detained the subjects and is coordinating with other authorities to resolve the case and complete the necessary procedures to return the subjects to the Chinese Police in accordance with the law.
When the online gambling website from Cambodia was shut down by Chinese police, gambling tycoon Yang Wu and two managers fled to Vietnam. All three Chinese criminals were "caught" by detectives at a motel in Da Lat City, Lam Dong.
Born in 1972, gambling tycoon Yang Wu has made gamblers in many countries in the region respect him for his daring in setting up an online gambling website from Cambodia. Not only that, with the effective help of a financial manager and customer service manager, tycoon Yang Wu has developed a low-level agent network with the participation of more than 120 people in many different locations.
When the above website was shut down by Chinese police, boss Yang Wu and two managers fled to Vietnam.
The campaign to capture gambling tycoon Yang Wu (also known as Yang Yu), 40 years old, Chinese nationality, was carried out vigorously by the police of Hubei province, China. When simultaneously launching a campaign to eliminate a criminal gang specializing in organizing online gambling, the police arrested 21 subjects. However, 3 key subjects, holding key positions in the transnational online gambling ring, Yang Wu (aka Yang Yu) and 2 managers, Huang Wei Dong (Hoang Vi Dong) and Liu Xiaoping (Liu Xiaoping) escaped.
Internationally wanted criminals are confessing to their crimes.
According to Chinese police documents, the three subjects above set up a website in Cambodia to organize online gambling. Yang Wu is the CEO of the above website. Yang Wu's right-hand men are Huang WeiDong and Liu Xiaoping in the roles of financial manager and customer service manager.
According to the provisions of the Criminal Procedure Law of the People's Republic of China, Yang Wu, Huang WeiDong and Liu Xiaoping committed the crime of illegally opening a casino.
During the verification process, Chinese police discovered that the above subjects had left Cambodia, suspected of hiding in Vietnam. Chinese police requested Vietnamese police to coordinate in verifying and arresting the above subjects. After receiving the call from Chinese police, under the direction of the Ministry of Public Security leaders, professional units under the General Department of Crime Prevention and Control coordinated with the General Department of Security I to conduct verification and discovered that 3 subjects had entered Vietnam through Moc Bai border gate, Tay Ninh. The plan to arrest the 3 internationally wanted subjects was carried out by Vietnamese police units.
Immediately after being assigned by superiors to preside over the coordination of capturing 3 internationally wanted subjects, the leaders of the Criminal Police Department (C52) assigned Department 4 and Department 5 of C52 to coordinate with the Southern Criminal Police force to carefully study documents, verify, and create portraits of 3 internationally wanted subjects to have a specific capture plan.
According to documents provided by Chinese police, Yang Wu, 40 years old; Huang WeiDong, 53 years old; and Liu Xiaoping, 36 years old, were all wanted by Interpol.
Department C52 also sent a dispatch requesting the Immigration Department and related units to coordinate in verifying the entry and exit and activities of the subjects in Vietnam. Department C52 also directed the Wanted Police force of the 63 local police to coordinate with the Immigration Management Department (PA72) of the local police to check the temporary residence of the subjects who are Chinese nationals in the area, thereby determining the residence of the 3 international wanted subjects mentioned above in Vietnam.
In early October 2012, through the review of the Southern Criminal Police Force and Lam Dong Provincial Police, the working groups discovered 3 Chinese subjects with identifying characteristics similar to the international wanted subjects, so they organized verification. From there, the detectives had information in hand, the 3 subjects above were temporarily staying at a motel in Da Lat City, Lam Dong. Through administrative inspection at Lam Dong Provincial Police, the working group accurately identified the 3 suspects as subjects being wanted by the Chinese Police.
On the afternoon of October 11, the above subjects were brought to the C52B headquarters in District 1, Ho Chi Minh City to proceed with the arrest of the wanted subjects. Initially, C52B completed the dossier and handed over the 3 internationally wanted subjects to the Southern Police Investigation Agency Office to carry out the procedures for temporary detention, temporary detention and investigation in accordance with the provisions of Vietnamese law.
At the Vietnamese police headquarters, according to the initial statements of the subjects, they admitted that they, along with a number of other subjects, had set up an Internet gambling website that used a video recorder to broadcast live on Chinese territory the gambling taking place in Cambodia to make a lot of money. Gamblers in China would place bets based on the developments of the video tape, the amount of money that the subjects appropriated was about over 300 million yuan.
