Industrial promotion activities - Leverage to help industry, handicrafts and craft villages develop
(Baonghean) -On April 1, 2002, the Provincial People's Committee issued Decision No. 36/2002/QD-UB promulgating the Regulations on management and use of the Nghe An Provincial Industrial Promotion Fund, forming industrial promotion activities. On the occasion of summarizing 10 years of implementation - Nghe An Newspaper reporter had an interview with comrade Phan Thanh Tinh - Provincial Party Committee member, Director of the Department of Industry and Trade about this issue.
PV:Dear comrade, how do you evaluate the results achieved by the Industrial Promotion Fund after more than 10 years of implementation?
Comrade Phan Thanh Tinh: After promulgating the Regulations on management and use of Nghe An Province's Industrial Promotion Fund, forming industrial promotion activities and in 2004 the Provincial People's Committee established the Provincial Industrial Promotion Center under the Department of Industry (former), industrial promotion activities have achieved many important results. With the attention of the Provincial People's Committee, despite many difficulties, the annual industrial promotion budget has been arranged stably and increased steadily (specifically, in the period 2002-2005: 2 billion VND per year; in 2006 increased to 3 billion VND; in the period 2007-2012: 4 billion VND per year); staffing and facilities have been supplemented, investment in equipment for the Industrial Promotion Center has met all necessary needs. Nghe An has also actively participated in the national industrial promotion program according to Decree No. 134/2004/ND-CP dated June 9, 2004 on encouraging rural industrial development (Decree 134) and Decision No. 136/2007/QD-TTg dated August 20, 2007 of the Prime Minister approving the national industrial promotion program until 2012 (Decision 136). A number of localities, sectors, organizations and individuals have actively participated and organized many effective industrial promotion activities. Industrial promotion activities have achieved certain results, contributing to the successful implementation of most of the objectives set out in the Resolution. The average annual increase in industrial and construction production value is 22.1%; In 2010, it reached 8,542 billion VND, an increase of 6.2 times compared to 2000. The proportion of industry - construction in GDP increased from 18.9% in 2000 to 33.4% in 2010. The value of handicraft production increased by an average of 18.32% per year. Some products of craft villages have brands and a fairly high growth rate. The number of craft villages and villages with crafts increased rapidly, in 2012 there were 111 craft villages and hundreds of villages with crafts. From a province that was mainly agricultural, Nghe An has had a strong shift towards industry and services and has created driving factors to promote economic development. This affirms that industrial promotion activities are a policy and a suitable direction for developing industry, small-scale industry and building craft villages.

PV:According to you, what are the limitations in state management of industrial promotion activities?
Comrade Phan Thanh Tinh: Over the past 10 years, industrial promotion activities have been increasingly improved and developed in both breadth and depth. However, state management of industrial promotion activities still has some limitations, such as: The implementation of annual industrial promotion plans is still slow; The content of industrial promotion activities is diverse and rich, but still lacks some content that meets the needs of production establishments and localities. Support funds are still scattered, not focused on implementing goals and orientations for industrial development, small-scale industries and craft villages. Industrial promotion projects with great influence and playing a role as a driving force have not been built. Some supported projects are implemented slowly or not implemented at all. Many resources have not been mobilized to participate in industrial promotion activities. Meanwhile, the system of officials monitoring industrial promotion activities at the district level is unstable, and industrial promotion procedures are increasingly improved but are still complicated. That is why, although developing faster than the previous period, in general, the development speed of industry, handicrafts, and craft villages in Nghe An is not high and unsustainable. Small-scale handicrafts are still developing in a fragmented and small scale; output products and craft village scale are not competitive...
PV:Dear comrade, in the coming time, how should industrial promotion activities continue to innovate to promote advantages and overcome limitations in the past time?
Comrade Phan Thanh Tinh: In the immediate future, it is necessary to urgently issue regulations on the management and use of the Provincial Industrial Promotion Fund, replacing Decision No. 27/2010/QD.UBND dated April 2, 2010 of the People's Committee of Nghe An province. Immediately after having the guiding document and organizing training, promptly disseminate it to localities and units to quickly put the policy into practice. In order for industrial promotion work to be effective, the Department of Industry and Trade will direct relevant departments to continue researching and learning from the experiences of other provinces, reducing procedures, creating transparency for the process of building records, payment and settlement; Strengthening facilities, equipment, improving the capacity of the Industrial Promotion and Industrial Development Consulting Center. The Department of Industry and Trade will advise the Provincial People's Committee to direct localities and sectors to promote industrial promotion activities, effectively implementing industrial promotion programs and projects. 2012 is a year with many events in industrial promotion activities. For Nghe An, it is the year to summarize 10 years of industrial promotion activities in the area and the first year to implement Resolution 06-NQ/TU dated November 4, 2011 of the Provincial Party Committee's Executive Committee, term XVII, on industrial development, handicrafts and craft village construction in the period 2011 - 2020. For national industrial promotion, it is the year to summarize 5 years of implementing Decision 136 and the year to end Decree 134, preparing to implement industrial promotion activities according to Decree 45 with many innovative contents, overcoming the shortcomings of Decree 134. These are important events to continue to innovate, improve the effectiveness of industrial promotion activities, actively contributing to accelerating the development of industry, handicrafts and craft village construction in the province.
