According to local residents, the Nghe An shipyard has been in operation for the past 3 years and has caused serious pollution because the factory does not have a cover system, so smoke, dust and rusty iron filings have filled the entire residential area.

In addition to Nghe An shipyard, there is also Phat Loc Son Sand Dredging Company, which is leased space by Nghe Tinh Port Company Limited, to dredge sand right next to the Lam River. Whenever there is strong wind, a lot of sand is gathered on the shore and blown into people's houses.

Not only residential areas but also 3 schools, medical stations, commune People's Committee headquarters, and Tru market were submerged in dust and sand for a long time. The leaders of Hung Hoa commune People's Committee have issued many official dispatches requesting the relocation of the shipyard and cargo port out of residential areas in accordance with the law (at least 500m away from residential areas). From the proposal of Hung Hoa commune, the inspection conclusion of Vinh City People's Committee signed by Mr. Le Quoc Hong - Vice Chairman of the City People's Committee on June 29, 2012 clearly stated: "Request Nghe An Shipbuilding Mechanical Joint Stock Company to seriously implement environmental protection measures registered in the environmental protection commitment issued by Vinh City People's Committee; arrange reasonable time for sandblasting to clean the ship's hull, do not operate at night when the wind blows towards the residential area; handle dust and noise that affect the residential area of ​​Hung Hoa commune and have negative impacts on the environment such as collecting and treating waste sand after cleaning the ship's hull...".

Regarding the sand mining issue of Phat Loc Son Company, Hung Hoa commune proposed to immediately stop sand mining on the riverbank and disband sand gathering to protect the environment and ensure traffic safety in the area. However, in reality, up to now, the activities of the two above units have not changed, pollution is increasing day by day. Therefore, the authorities and people of Hung Hoa commune hope that relevant levels and sectors will soon take measures to relocate the shipyard and stop sand mining, to ensure a clean living environment for people in the area.
