Due to the narrow area of ​​the market, people have spilled out onto the roadway of National Highway 1A to sell goods, making this area always a "hot spot" for traffic safety and order.

Previously, functional forces such as Vinh City Police, Vinh City Urban Inspectorate, Nghi Phu Commune Urban Regulation Team, etc. organized many campaigns to rectify the situation, but after the functional forces withdrew, the encroachment situation recurred.

To restore traffic order and safety in the Nghi Phu market area, on this occasion, Vinh City Urban Inspectorate and Nghi Phu Commune Urban Rules Team have focused on propaganda and guidance for people to do business in the right location and put up signs prohibiting markets on the sidewalk, combined with patrols and fines.

Mr. Do Dinh Thong - Deputy Inspector of Vinh City's Urban Area, said: This time we will concentrate our forces to work hard in this area for 20 days and then hand it over to the commune for management. Mr. Nguyen Ngoc Son - Captain of the Nghi Phu Commune's Rules Team, said: Since December 4, 2012, in conjunction with the city's urban inspection force, during peak hours (4:30 p.m. to 6:00 p.m.), we have organized forces to propagate and monitor the compliance of business households here. After propagating and reminding, some households still deliberately violated the rules, we imposed administrative fines of nearly 4 million VND and confiscated items such as stalls, umbrellas, canopies, and advertising signs. To avoid the recurrence of the "kidnapping and abandoning" situation like the previous campaigns, from now on, every day, during peak hours, we will regularly maintain a monitoring force in this area.
