Wine can only be imported through international border gates.
That is the content stipulated in Decree No. 94/2012/ND-CP on alcohol production and trading, which has just been signed and issued by the Prime Minister.
Accordingly, importers must present complete documents to customs authorities when carrying out import procedures as prescribed. In addition, they must also present a letter of appointment or authorization as a distributor or importer of the manufacturer or trader or an agency contract of the manufacturer or trader of that item.
This Decree regulates the production and trading of wine and edible alcohol products (collectively referred to as wine) including: Investment, production, export, import, purchase and sale and other activities related to the production and trading of wine and edible alcohol products.

Wine products produced for domestic consumption and wine products imported for consumption in Vietnam must have stamps affixed on the product packaging according to regulations of the Ministry of Finance (except for cases of handmade wine production for sale to enterprises with a Wine Production License for reprocessing wine).
From January 1, 2014, wine products produced for domestic consumption and circulated on the market must be stamped. The Ministry of Finance regulates the printing, issuance and management of stamps for domestically consumed wine products and stamps for imported wine products. Stamps for wine products produced and imported for domestic consumption are only issued to organizations and individuals with a wine production license or a wine distribution business license. Wine products produced for export, sales, and exhibition abroad must have stamps affixed according to the regulations of the importing country.
Imported wine includes finished wine in bottles, boxes, barrels... for immediate consumption and wine in the form of semi-finished products and additives used to mix into finished wine in Vietnam.
Only enterprises with a Business License to distribute alcohol products are allowed to directly import alcohol and are responsible for the quality and food safety of imported alcohol. Enterprises importing semi-finished alcohol and additives used to mix into finished alcohol are only allowed to sell to enterprises with a License to produce alcohol. Enterprises with a License to produce industrial alcohol are allowed to directly import or entrust the import of semi-finished alcohol and additives used to mix into finished alcohol.
Imported wine must be registered for a declaration of conformity with a competent authority of Vietnam before import and must be issued a "Notice of results confirming that food meets import requirements" for each shipment according to current regulations.
This Decree takes effect from January 1, 2013./.
