Contributing to maintaining peace in the villages and hamlets.

(Baonghean)With a spirit of serving the people, in any circumstances and in any location, the police force in general, and the officers and soldiers of the community development teams in particular, continue to work day and night, staying close to the people and contributing to maintaining peace and security for their lives.

Following Major Vu Ba Mua - Team Leader for Community Development - in charge of the commune, Ky Son District Police, to Huu Kiem village, we felt the trust and affection of the local people towards the officers. As soon as we arrived at the beginning of the village, the laughter and friendly conversations between the officers and the villagers, and vice versa, were very warm and welcoming.

In the conversation between Ms. Vi Thi Hoa, Head of Na Chao village, and the officers, we gained some understanding of the hardships and difficulties they face, not only in Huu Kiem commune but also in most of the 21 communes and towns of Ky Son district. Ky Son is an area with a high concentration of ethnic minorities and diverse languages, so it is essential for officers stationed in the villages to be fluent. However, the biggest obstacle is the limited awareness of the people, making propaganda and mobilization efforts very challenging. But with the "slow and steady" approach, through close contact and connection, the officers and soldiers have grasped the thoughts and aspirations of the people. Through village elders, heads of hamlets, and influential people, the officers and soldiers of the grassroots team have resolved many security and order issues at the local level, preventing the formation of hotspots and complex situations.



The community development team, in charge of the commune, is from the Ky Son District Police Department and has been assigned to the area.

Through their close monitoring of the local area, the police officers have advised the Party committee and government, and coordinated with various sectors and organizations to develop many forms and methods for building the "All People Protect National Security" movement suitable for each locality, focusing on building advanced models and exemplary cases for replication. These include the "Building a Self-Governing Clan for Security and Order" model for the Moong clan led by Mr. Moong Van Nghe; the "Drug Rehabilitation and Job Creation After Rehabilitation" model in My Ly commune; the "Clan with a Tradition of Learning" model for the Vu clan led by Mr. Vu Chong Pao; and the "Drug-Free Area" model in Tay Son commune...

According to Major Vu Ba Mua, achieving these results required nothing less than close contact with and understanding of the customs, traditions, and lifestyles of the local people. Only then could they effectively educate and encourage the people to stay away from wrongdoing, participate in reporting crimes, and contribute to maintaining security and order. Therefore, many cases were quickly solved last year. Typical examples include the "theft of property" case that occurred in Nam Can commune in October 2012 involving two suspects, Ho Va Xu (born 1975) and Va Ba Va (born 1992), in Tien Tieu village, Nam Can commune, where three cows worth 60 million VND were recovered and returned to their owners. Another example is the "extortion" case, also in the same locality, where Lo Van My (born 1971, residing in Nong De village, Nam Can) used firearms to commit the crime...

In Quy Chau district, the community development team, responsible for communes, of the Quy Chau Police also consistently performs well in its role of staying close to the people. Lieutenant Colonel Lang Van Phu, the team leader of the commune-level team, said: To maintain security and order in the area, the police officers in charge of communes in Quy Chau district always stay close to the people, understand the situation thoroughly, and closely monitor all activities at the grassroots level. Thanks to this, they have successfully mobilized the people in the area to comply with all the Party's guidelines and policies and the State's laws, maintain security and order, prevent and combat crime and social evils, build new rural areas, compete in labor and production, and alleviate poverty.

In lowland areas like Nghi Loc district, police officers in charge of communes and district police actively build and replicate advanced models and best practices in maintaining security and order. These include exemplary family clans in the fight against crime; security and order cooperation clusters in key communes as well as areas bordering Hung Nguyen, Do Luong, Dien Chau districts and Vinh City. Commune police officers also actively promote public awareness to encourage people to report crimes. Through this information, investigations have been successful in dismantling many complex criminal areas, persuading 6 suspects to surrender; and investigating and clarifying 9 cases involving 12 suspects of property theft and dog theft in the area. Most notably, the commune's police force played a major role in rescuing Le Na Na (born in 2009, daughter of Le Van Dung and Nguyen Thi Hong in Hamlet 7, Nghi Trung Commune), who was kidnapped by Nguyen Thi Hue (born in 1987, from Yen Yen District, Nam Dinh Province) at the end of March 2012. Nguyen Quang Dung, a resident of Nghi Long Commune, said: “Previously, dog theft was a frequent problem in the area, causing great distress to the people. However, thanks to the active involvement of the commune's community outreach team, this problem has significantly decreased, and the people can now work and produce with complete peace of mind.”

The work of the police officers in the community development teams and those in charge of communes in various localities has truly left a deep impression on the people regarding the spirit of "serving the people." And it is precisely this spirit that motivates the police officers to continue striving to successfully complete all assigned tasks, contributing to maintaining security and order and ensuring peace for the people's lives.
