Policy to support victims of trafficking

According toDecreeAccording to the detailed regulations for the implementation of a number of articles of the Law on Prevention and Combat of Human Trafficking recently issued by the Government, victims of human trafficking will be supported with essential needs and travel expenses, medical and psychological support, legal aid, and initial hardship allowance.

Support for meals when staying at a shelter

Specifically, the subjects supported with essential needs and travel expenses include 3 cases: 1- Victims who are Vietnamese citizens, stateless persons permanently residing in Vietnam, foreigners being trafficked in Vietnam; 2- People awaiting verification as victims according to the provisions of Article 24, Article 25 of the Law on Prevention and Combat of Human Trafficking; 3- Minors accompanying the victim.

Support regime includes: Support for food expenses during temporary residence at protection facilities and victim support facilities. Maximum support period from the state budget is no more than 60 days.

Support for clothing and necessary personal items. Victims during temporary residence at social protection facilities and victim support facilities are provided with 2 sets of long clothes, 2 sets of underwear, towels, plastic slippers, toothbrushes, toothpaste, soap, and sanitary napkins (for female victims).

Victims who wish to return to their place of residence but are unable to pay for transportation and food during the journey will be supported with food during the days on the road; and supported with transportation according to the price of common public transportation.

If the victim is a minor, the Department of Labor, War Invalids and Social Affairs of the district, town or province or the competent authority of the Ministry of Public Security or the Ministry of National Defense shall be responsible for personally or in coordination with the victim support facility or social protection facility to bring the victim to the place where relatives reside.

Vocational training support, initial hardship allowance

The subjects receiving medical support include victims during their stay at social protection facilities or victim support facilities. The medical support regime includes medical examination and treatment costs.

During their stay at a social welfare facility or victim support facility, the victim receives medical care to restore their health. In case the victim becomes seriously ill and must be transferred to a medical facility for treatment, the cost of medical examination and treatment at the medical facility shall be borne by the victim or the victim's family.

For victims from poor households, near-poor households, families with preferential policies according to the Ordinance on preferential treatment for people with revolutionary contributions, and minors, the victim support facility will support the cost of medical examination and treatment at a level equal to the health insurance fund paid for the corresponding subjects. For victims without relatives, the facility will support the cost of medical examination and treatment at a level equal to the health insurance fund paid for subjects from poor households.

The Decree also provides specific regulations on support for cultural studies, vocational training, and initial hardship allowances for the beneficiaries of support for victims from poor households who are exempted from tuition fees and supported with study costs according to current law provisions; Victims who need vocational training will be supported one time for vocational training costs. The level of support is based on the corresponding vocational training costs at local vocational training facilities. Victims from poor households who return to their place of residence will be supported one time with initial hardship allowances according to the levels prescribed by the Ministry of Finance and the Ministry of Labor, War Invalids and Social Affairs.
