Consider a roadmap for phasing out RON 83 gasoline.
Deputy Prime Minister Hoang Trung HaideliverThe Ministry of Industry and Trade will consider and decide on the appropriate timing and roadmap for suspending the import, production, circulation, and distribution of RON 83 unleaded gasoline on the market, to avoid negatively impacting the legitimate operations of organizations and businesses.
At the same time, the Ministry of Industry and Trade will preside over and coordinate with relevant ministries and agencies to inspect and control the import, production, circulation, and distribution of unleaded RON 83 gasoline in the market according to regulations.
The Deputy Prime Minister instructed the Ministry of Science and Technology to review and abolish documents related to regulations on the standards for RON 83 unleaded gasoline circulating in the market.
According to some news reports, the consumption of unleaded RON 83 gasoline directly in the domestic market is not significant. In 2009, RON 83 gasoline production reached approximately 511,000 m3; consumption was about 486,000 m3, accounting for only approximately 8.59% of the total domestic consumption of all types of gasoline.
Similarly, in 2010, production reached approximately 501,000 m3; consumption was 511,000 m3, equivalent to 8.67% of the total volume of all types of gasoline. In 2011, there was an increase, to 543,000 m3 and 540,000 m3 respectively, but the percentage decreased to 8.64% of the total volume of all types of gasoline.
Recently, there have been several incidents of violations regarding the quality of gasoline circulating in the market, with gasoline having octane ratings significantly lower than the standard. There have been instances of gasoline businesses mixing unleaded RON 83 gasoline with higher octane gasoline to sell the blended gasoline at the price of higher octane gasoline, aiming for illicit profit, commercial fraud, violations of gasoline quality standards, and harm to consumer rights.
