Captain Le Xuan Ngoc
(Captain, Squadron 2)

In the roaring sound of the waves, Captain Le Xuan Ngoc - captain of Squadron 2 said: "We determined that in order to complete the task well, the technical requirements must be put first, regularly and strictly implementing the procedures for preservation and maintenance to promptly detect, overcome and repair incidents and damage to machinery and equipment to ensure that the ships are ready to depart when ordered. Typically, on October 3, 2010, we were on standby to fight the storm, receiving orders from the Border Guard Command, the unit sent ships BP 06.11.02 and BP 06.13.01 to depart to sea 52 nautical miles from shore to rescue the ship ND 3356TS of fishermen from Nam Dinh and the ship NA 5060 TS of fishermen from Quynh Luu who were adrift at sea. At this time, to let the ships go to Hoi creek in the conditions of big waves, strong winds (sometimes gusting up to level 8, level 9) is extremely dangerous, but thinking of the lives and properties of the fishermen that could be submerged in the rough waves, I encouraged my comrades and determined to cross the estuary. After a night of struggling with the waves and searching at sea, near dawn the next day, our ship discovered the Nam Dinh ship when the fishermen were extremely tired and panicked. At this time, it was very difficult to approach the ship in distress to deploy rescue measures. But for the sake of the fishermen's lives and with many years of experience at sea, our ship approached the ship in distress, transferred all the fishermen from the ship in distress; then organized to prevent capsizing and prevent water from entering the ship to pull it to shore. After 8 hours of struggling with the waves and wind, the squad rescued 2 ships and 14 fishermen and brought them safely to shore."

With many achievements, Captain Le Xuan Ngoc and the ship's crew have been awarded many times by all levels. He himself was an Emulation Fighter for two consecutive years (2010 - 2011).

Captain Nguyen Dinh Huong
(Special reconnaissance, Department of Drug Crime Prevention)

In May 2010, in order to prevent drug smuggling across the border, Nghe An Border Guard established Project "306L" to fight and destroy the drug trafficking ring from the Golden Triangle through Xieng Khouang (Laos) to Nghe An for consumption. To carry out the plan to solve the case, Captain Nguyen Dinh Huong and the investigation team set off to the neighboring country. On May 17, the Project Steering Committee was informed that the suspects had appeared in Pon Xa Van (Xieng Khouang), they had gathered a large amount of heroin and would transport it by car towards Nam Can Border Gate, Ky Son District. After verifying the information, the Project Steering Committee urgently consulted and agreed with Xieng Khouang Provincial Police to deploy forces to solve the case. At 6:30 p.m. on May 18, on the road through the Khang Khai - Muong Pec checkpoint area, Xieng Khouang province, a gray pickup truck and the subjects appeared. Immediately, Nguyen Dinh Huong and special forces detectives deployed to approach, check, and use martial arts to arrest 3 subjects, confiscating 22 heroin cakes, 1 mobile phone, and 1 car with a Lao license plate on the way to transport drugs into Vietnam for consumption. Expanding the investigation, searching the subjects' residences, confiscated 6 more heroin cakes.

In addition to Project ā€œ306 Lā€, from 2009 to present, Nguyen Dinh Huong has participated in 5 other projects; arrested 16 cases/21 subjects, including 8 cases/17 subjects of drug crimes; seized: more than 33 heroin cakes, 2 cars, 1 motorbike, 2 mobile phones and many other exhibits. With outstanding achievements in performing his duties, Captain Nguyen Dinh Huong was awarded 3 Certificates of Merit by the Provincial People's Committee (2010, 2011, 2012), and was an Emulation Soldier for many years.

Major Dam Thien Thuong
(Deputy Secretary of the Party Committee of Tri Le commune, Que Phong district)

Implementing the policy of increasing cadres for the grassroots, Major Dam Thien Thuong was selected to go to Tri Le commune (Que Phong) to take on the position of Deputy Secretary of the Party Committee in charge of building political bases and national defense and security. Knowing that he was good at mass mobilization and had prestige with the people (previously, Mr. Thuong had been promoted to work at the Party Cells of Nam Tot and Ta Pan villages, Tri Le commune), the Party Committee of the commune trusted him with the additional task of Deputy Head of the Economic Development Steering Committee to help people quickly escape hunger and reduce poverty.

The first challenge was when the commune started to implement the passion fruit growing model. At first, people did not understand anything about this plant and its economic efficiency, so the work of mobilizing people to grow it was almost at a standstill. People were used to self-sufficiency, it can be said that they were not interested in making products for consumption. To make people believe and follow, Mr. Thuong diligently studied and mastered the technical process of growing passion fruit. He directly guided people in a "hands-on" manner from land preparation to trellis making, care and post-harvest preservation... Initially, only a few households experimented, but thanks to the correct implementation of the technique, passion fruit trees on Tri Le land grew well, yielding 35 - 40 tons/ha. The products were purchased by traders at an average price of 8,000 VND/kg, ensuring that people growing this type of tree quickly eliminated hunger and poverty, even became rich. Seeing the practical benefits, up to now, the whole commune has 82 households in Yen Son, Xan, Na Nieng, D1, D2 villages and Ta Pan village growing 16 hectares of passion fruit.

Along with passion fruit, he also mobilized people to successfully grow the second rice crop in 8 Mong ethnic villages; mobilized people to grow 4.3 hectares of sugarcane in D1 village; and planted 6 hectares of peanuts in Na Chang and Na Nieng villages...

The dynamism, enthusiasm, and deep devotion to the people of the commune cadre wearing the green uniform Dam Thien Thuong have contributed to the average annual economic growth rate of the commune reaching 12%; the Party Committee of Tri Le commune has continuously achieved the title of "Strong, Outstanding" since 2009. In 2010, he himself was awarded a Certificate of Merit by the Prime Minister for implementing the Campaign "Studying and following the moral example of Ho Chi Minh"; was awarded 4 Certificates of Merit by the Ministry of National Defense and the Provincial People's Committee for his skillful mass mobilization achievements, and was promoted in military rank and raised his salary ahead of schedule.
