Increase agricultural insurance premium support for near-poor households
Near-poor farming households and individuals engaged in agricultural production participating in the agricultural insurance pilot will receive 90% support for insurance premiums instead of the current 80% support level.

That is one of the contents in the Decision.358/QD-TTgamending and supplementing a number of articles of Decision No.315/QD-TTgThe Prime Minister has just issued the Decree dated March 1, 2011 on the pilot implementation of agricultural insurance in the 2011 - 2013 period.
Farming households, individuals, and agricultural production organizations participating in the pilot insurance for livestock will still enjoy support mechanisms and policies according to Decision 719/QD-TTg dated June 5, 2008 on policies to support the prevention and control of livestock and poultry diseases; Decision 1442/QD-TTg dated August 23, 2011 on amending and supplementing a number of articles of Decision 719/QD-TTg; Decision 142/2009/QD-TTg dated December 31, 2009 on mechanisms and policies to support plant varieties, livestock, and aquatic products to restore production in areas damaged by natural disasters and epidemics and Decision49/2012/QD-TTgNovember 8, 2012 on amending and supplementing Article 3 of Decision142/2009/QD-TTg.
Based on the actual insurance compensation level, the Chairman of the People's Committee of the provinces and cities in the pilot implementation area shall decide on the specific level of direct support for farming households, individuals, organizations, and agricultural production organizations to ensure the total insurance compensation level and the direct support level for cases of livestock damaged by natural disasters and epidemics according to the principle of not exceeding the economic value of the livestock at the time of damage.
Decision 358/QD-TTg specifically stipulates the time limit for signing insurance contracts. Accordingly, insurance contracts are signed until December 31, 2013; summarized and evaluated before June 30, 2014.
More than 160,000 households have participated in insurance.
The representative of the Department of Insurance Management and Supervision, Ministry of Finance said that after more than 1 year of implementing the pilot agricultural insurance according to Decision315/QD-TTgAccording to the Prime Minister's direction, the pilot agricultural insurance has been implemented in 20 provinces and cities.
By the end of October 2012, 160,787 households had signed insurance contracts (of which 85% were poor households), the total value of insurance for crops, livestock and aquatic products was 1,845 billion VND, the insurance premium was 130,518 million VND.
Regarding rice crop insurance, insurance companies have implemented it in provinces with strengths in rice cultivation such as Binh Thuan, Dong Thap, Nghe An, Thai Binh, Ha Tinh, Nam Dinh, An Giang... The total insured rice growing area is 36,997 hectares; the total number of insured households is 149,502 households; the total insured value is more than 823,255 million VND; the total insurance premium is 35.9 billion VND.
Regarding livestock insurance, it has been implemented in the provinces of Bac Ninh, Dong Nai, Nghe An, Vinh Phuc, Thanh Hoa, Binh Dinh, and Hanoi with a total number of insured livestock being: 3,700 buffaloes and cows; 179,800 pigs, and 821,000 poultry; a total number of insured households being 7,362; a total insured value of VND 186,378 million; a total insurance premium of VND 12,259 million; and a compensation of VND 23 million.
