Former Deputy Director of Hai Phong Police arrested

Yesterday, February 23, the Ministry of Public Security's Investigation Security Agency temporarily detained Colonel Duong Tu Trong (Deputy Director of the Department of Administrative Police for Social Order, Ministry of Public Security, former Deputy Director of Hai Phong City Police). Mr. Trong was arrested to investigate his involvement in helping his brother Duong Chi Dung (former Director of the Vietnam Maritime Administration) escape.

Who is Colonel Duong Tu Trong?

The news of Colonel Duong Tu Trong's arrest caused a stir in public opinion in Hai Phong, although after Mr. Duong Chi Dung escaped, there were many rumors that Mr. Trong would sooner or later fall into the clutches of the law.

Mr. Duong Tu Trong is the younger brother of Mr. Duong Chi Dung and the second son in a family of 5 children. Mr. Trong is from Hai Duong, born and raised in Hai Phong City in a family with a revolutionary tradition, many of whom are police officers.

After graduating from Hanoi University of Science and Technology, Mr. Duong Tu Trong joined the police force and worked and contributed to the Hai Phong City Police, starting as a ward police officer in Le Chan district.

During his time as Head of the Criminal Police Department and then Deputy Director of Hai Phong Police, Mr. Trong directly directed many major projects, destroying notorious gangs in Hai Phong.

Stripped of military rank, temporarily detained

Colonel Duong Tu Trong was arrested for “Organizing others to flee abroad,” according to Article 275 of the Penal Code. On the same day, the investigation agency searched the workplace and residence of Colonel Duong Tu Trong (52 years old) in Hanoi. At the same time, the Ministry of Public Security issued a decision to strip Mr. Duong Tu Trong of his military rank from the People's Public Security Forces.

According to the reporter's source, immediately after announcing the decision to prosecute the case and prosecute the accused, the Investigation Security Agency immediately executed an order to temporarily detain Mr. Duong Tu Trong.

The investigation agency determined that Colonel Duong Tu Trong was an important link in the organization that helped former Director of the Vietnam Maritime Administration Duong Chi Dung escape.

At the time Mr. Duong Chi Dung escaped, Colonel Duong Tu Trong held the position of Deputy Director, Head of the Investigation Police Agency, Hai Phong City Police.

A few months later, the Ministry of Public Security decided to transfer Colonel Duong Tu Trong to Hanoi to work as Deputy Director of the Administrative Police Department for Social Order. The prosecution of Colonel Trong will help the investigation agency clarify some suspicions related to some officials involved in organizing Mr. Dung's escape.

Eight people were arrested and wanted.

Regarding the organization that helped Mr. Duong Chi Dung escape, up to now, the Investigation Security Agency has prosecuted, detained and issued wanted warrants for a total of 8 people.

Among them, there are 6 Hai Phong police officers, including: Colonel Duong Tu Trong, Lieutenant Colonel Vu Tien Son (47 years old, Deputy Head of the Criminal Police Department), Lieutenant Colonel Hoang Van Thang (43 years old, a team leader of the Environmental Police Department), Lieutenant Nguyen Trong Anh (officer of the Criminal Police Department), Vu Van Sau (44 years old, Head of An Tho Commune Police, An Lao District) and Pham Dinh Nghien (43 years old, Deputy Head of An Tho Commune Police).

The remaining two people, Ha Trong Tuan (48 years old, living on Le Loi Street, Ngo Quyen District, Hai Phong) were arrested for participating in making fake documents for Mr. Dung; Dong Xuan Phong (former officer of Hai Phong Customs Department) was wanted by the investigation agency.

In another case, recently, Mr. Duong Chi Dung's brother-in-law and Colonel Duong Tu Trong, Colonel Nguyen Binh Kien (Deputy Director of Hai Phong City Police) was expelled from the Party for seriously violating the professional regulations of the police force and infringing on the personal freedom of citizens.
