Former Deputy Director of Hai Phong Police arrested.
Yesterday, February 23rd, the Investigation Agency of the Ministry of Public Security arrested and detained Colonel Duong Tu Trong (Deputy Director of the Department of Administrative Management of Social Order, Ministry of Public Security, former Deputy Director of the Hai Phong City Police). Mr. Trong was arrested for investigation into his involvement in assisting his brother, Duong Chi Dung (former Director of the Vietnam Maritime Administration), to escape.
Who is Colonel Dương Tự Trọng?
The news of Colonel Duong Tu Trong's arrest caused a stir in Hai Phong, even though after Duong Chi Dung's escape, there had been much speculation that Trong would sooner or later be brought to justice.
Mr. Duong Tu Trong is the younger brother of Mr. Duong Chi Dung and the second son in a family of five children. Mr. Trong is from Hai Duong province, but was born and raised in Hai Phong city in a family with a revolutionary tradition, many of whom were police officers.
After graduating from Hanoi University of Technology, Mr. Duong Tu Trong joined the police force and worked and contributed to the Hai Phong City Police Department, starting as a police officer in a ward in Le Chan district.
The people of Hai Phong are no strangers to the name Duong Tu Trong, as he is renowned as a highly skilled criminal police officer. During his time as Head of the Criminal Police Department and later as Deputy Director of the Hai Phong Public Security Department, Mr. Trong directly supervised many major cases, dismantling notorious criminal gangs in Hai Phong.
Colonel Duong Tu Trong is also known to many not only as a police officer but also as a passionate artist. He often composes poetry and music, which have been published in several newspapers and magazines.
Stripped of military rank, detained.
Colonel Duong Tu Trong was arrested and detained for the act of "Organizing others to flee abroad," under Article 275 of the Penal Code. On the same day, the investigating agency searched the workplace and residence of Colonel Duong Tu Trong (52 years old) in Hanoi. Simultaneously, the Ministry of Public Security issued a decision to strip him of his police rank.

According to sources, immediately after announcing the decision to initiate criminal proceedings and indict the suspect, the Security Investigation Agency promptly executed an order to arrest and detain Mr. Duong Tu Trong.
Investigators have determined that Colonel Duong Tu Trong was a key link in the network that organized the escape of Duong Chi Dung, former Director of the Vietnam Maritime Administration.
At the time Duong Chi Dung fled, Colonel Duong Tu Trong held the position of Deputy Director and Head of the Criminal Investigation Agency of the Hai Phong City Police.
A few months later, the Ministry of Public Security leadership decided to transfer Colonel Duong Tu Trong to Hanoi to serve as Deputy Director of the Police Department for Administrative Management of Social Order. The indictment of Colonel Trong will help the investigating agency clarify some suspicions related to several officials involved in organizing Dung's escape.
Eight people have been arrested and are wanted.
Regarding the network that organized Duong Chi Dung's escape, the Security Investigation Agency has so far prosecuted, arrested, and issued arrest warrants for a total of 8 people.
Among them are six police officers from Hai Phong, including: Colonel Duong Tu Trong, Lieutenant Colonel Vu Tien Son (47 years old, Deputy Head of the Criminal Police Department), Lieutenant Colonel Hoang Van Thang (43 years old, a team leader in the Environmental Police Department), Lieutenant Nguyen Trong Anh (officer of the Criminal Police Department), Vu Van Sau (44 years old, Head of An Tho Commune Police, An Lao District) and Pham Dinh Nghien (43 years old, Deputy Head of An Tho Commune Police).
The other two individuals are Ha Trong Tuan (48 years old, residing on Le Loi Street, Ngo Quyen District, Hai Phong), who was arrested and detained for participating in forging documents for Mr. Dung; and Dong Xuan Phong (former officer of the Hai Phong Customs Department), for whom the investigating agency has issued an arrest warrant.
In another case, recently, Colonel Nguyen Binh Kien (Deputy Director of the Hai Phong City Police), the brother-in-law of Duong Chi Dung and Colonel Duong Tu Trong, was expelled from the Party for seriously violating regulations on police work and infringing on the personal freedoms of citizens.
