Revising 5 criteria for building new rural areas.

The Prime Minister has issued a Decision.342/QD-TTgAmend 5 criteria of the National Criteria Set for New Rural Areas issued in Decision No.491/QD-TTgApril 16, 2009.

The five revised criteria are criterion number 7 on rural markets, criterion number 10 on income, criterion number 12 on labor structure, criterion number 14 on education, and criterion number 15 on health.

By 2015, the target for average per capita income in rural areas was 26 million VND/person.

Decision491/QD-TTgThe regulations stipulate that the income criterion is the average annual per capita income compared to the provincial average. Specifically, to meet the income criterion, the average annual per capita income compared to the provincial average must be 1.2 - 1.5 times (depending on the region).

According to the new regulations, the income criterion is now the average per capita income in rural areas (million VND/person). The decision also specifies the income targets for each region as well as the roadmap for each stage as follows:



The specific targets for achieving standards each year between phases will be guided in detail by the Ministry of Agriculture and Rural Development in coordination with the Ministry of Planning and Investment.

Communes covered by Resolution 30a/2008/NQ-CP are subject to the rates of the Northern Midlands and Mountainous region.

Communes that meet the standards must have a per capita income growth rate that is no lower than the minimum per capita income growth rate for rural areas in the region, as detailed and published by the Ministry of Agriculture and Rural Development in coordination with the Ministry of Planning and Investment.

Change the criterion "labor structure" to "rate of regularly employed workers".

Criterion number 12 regarding labor structure has also been changed to the criterion of the percentage of workers with regular employment.

Accordingly, instead of calculating based on the proportion of working-age laborers in agriculture, forestry, and fisheries, the new regulation calculates it based on the ratio of employed people to the working-age population.

Regarding this target, the decision clearly states that the overall target and the target for each region are to achieve 90% or more.

Regarding the criteria for rural markets, the phrase "markets meeting the standards of the Ministry of Construction" has been replaced with "markets that comply with planning regulations and meet the prescribed standards".

The decision also amends the content of "universal secondary education" in the education criteria to "universal lower secondary education".

The content regarding the percentage of people participating in various forms of health insurance in criterion number 15 on health has been revised to "Percentage of people participating in health insurance," with a national target of 70% or higher, and targets for each region being met.
