Effectiveness of Plan 212

(Baonghean) -To suppress crimes before, during and after the Lunar New Year of Quy Ty to maintain peace for people to celebrate the spring and enjoy the New Year, the Provincial Police have deployed plan 212 on special patrol coordination between forces to check and handle subjects with signs of violations. After more than ten days of deployment, it has had practical results.

One day, traveling with two working groups, we recorded many cases of traffic violations that were arrested. At 00:35 on December 25, Working Group No. 1 led by Lieutenant Colonel Ngo Sy Son - Deputy Head of Vinh City Police, discovered a subject driving a motorbike with license plate 36R8 - 7420, not wearing a helmet, with a suspicious sports bag in front of the vehicle. The working group signaled the driver to stop, but the driver did not comply and instead revved the engine to run at high speed, weaving and swerving. Immediately, patrol teams were mobilized to follow closely.

Arriving at Lenin Avenue, the subject turned left into Yen Toan block, threw his bag on the side of the road and ran away. However, the comrades in the working group promptly caught up and brought him to the headquarters. Here, the subject confessed to being Hoang Hai Quan (born in 1987, residing in Hamlet 13, Nghi Phu Commune, Vinh City). Checking the subject's bag, they discovered 3 sharp knives nearly 80 cm long made in China and a 40 cm long knife.



A case of not wearing a helmet was arrested on the afternoon of January 7 at the Square intersection.

On the same day, at 5:15 p.m., Task Force No. 2, led by Captain Nguyen Xuan Vinh (PC67 Department), was patrolling and controlling on Nguyen Van Troi Street and discovered a subject driving a motorbike with license plate 29H1-040.40, Nouvo brand, without a helmet and without a rearview mirror. The task force discovered that the motorbike had a fake license plate. The driver was Luu Tuan Hung (born in 1974, residing in Block 4, Cua Nam Ward, Vinh City). At 9:20 p.m., Task Force No. 2 was patrolling and controlling on Vo Thi Sau Street and discovered a subject driving a motorbike with license plate 73K5 - 6627 without a helmet. Through inspection, the driver of the vehicle was Pham Thanh Tram (born in 1986, residing in block 15, Huong Khe town, Ha Tinh), but the license plate and vehicle registration certificate did not match the actual vehicle (the license plate and registration certificate were not issued by a competent authority).

It can be seen that, whether it is day or night, the situation of traffic safety violations is still very complicated. It is not always like the hypothetical situations. Ms. Nguyen Mai Anh, residing in Cua Nam ward, said: "Since the day Team 212 started operating, the security situation in the area has stabilized again, no longer witnessing fights between groups of young people like before, the phenomenon of young people weaving and swinging has decreased significantly. The best thing is that all my children voluntarily wear helmets when going out."

Talking to us, Lieutenant Colonel Nguyen Canh Chanh - Deputy Head of the Department of Administrative Management of Social Order, said: Plan 212 of the Provincial Police this time with the establishment of 2 special working groups to conduct continuous patrols and controls in Vinh City is not outside the purpose of restoring traffic safety order, which is very chaotic and complicated as it is now. The working groups are organized in a form combining public and undercover disguise. Disguised and plainclothes forces regularly patrol the roads to track and detect suspicious subjects. When detected, they will inform the traffic police force, the mobile police force to publicly patrol, block nearby to coordinate professional measures to handle. Most cases of violations of the Traffic Law and signs of crime such as theft, robbery, suspected possession of weapons, drugs... are detected and promptly arrested, mostly young people.

After more than ten days of operation, the activities of the working groups have initially been effective, traffic safety violations have significantly decreased. In the coming days, with the reinforcement of forces and the efforts of officers and soldiers of the special working groups, they will contribute to maintaining traffic order and safety, preventing crime, ensuring people can celebrate Tet in peace.

From December 23, 2012 to January 3, 2013, the working groups organized 23 patrol shifts, with 636 officers and soldiers participating; inspected and recorded 709 cases of traffic safety violations with a total of 1,396 violations; temporarily detained 239 motorbikes. In addition, through the patrol and control work, 7 cases were discovered, 4 subjects were temporarily detained, 6 motorbikes, 4 swords, 1 knife, 1 machete, 2 fake motorbike registration papers, 4 fake license plates.
