Donating land for road construction in Nghi Lam (Nghi Loc)

(Baonghean) -We returned to Nghi Lam Nghi Loc in the last days of May, in the hustle and bustle of the harvest season, following the Secretary of Hamlet 4 Nguyen Dinh Hung to visit the family of Mr. and Mrs. Tran Van Lien and Nguyen Thi Hoa. Looking at the level 4 house with a dirt foundation built long ago, no one would have thought that this is one of the exemplary households that have donated the most land in the new rural construction of Nghi Lam commune.

Mr. Lien and Mrs. Hoa were preparing to harvest rice, seeing guests coming to visit, happily returned home, quickly poured a bowl of golden green tea to invite guests, Mr. Lien excitedly said: We always agree with and support the Party and State's policy of building new rural areas. After the couple discussed, they agreed to donate 74 square meters of garden land including livestock farming facilities so that the hamlet could complete the social plan. Mr. Lien's family determined: If a large road is built right next to their house, they will be the first to benefit, then the whole hamlet and the whole commune will benefit. Moreover, if the road is wide, there will be conditions for economic development, trade and commerce, and traveling during the rainy and sunny seasons will be less difficult.

Through Mr. Nguyen Dinh Hung, it is known that Hamlet 4 is one of the hamlets with the largest amount of land and constructions donated by the people in the commune (938.8m2). To gain the people's consensus, the hamlet officials openly and democratically propagated, clearly stating the purpose and significance of opening the road, which will bring many benefits to the economic development of the people. After that, the hamlet's New Rural Steering Committee went to each family on the road that needed to be widened to encourage and analyze so that the people could understand and happily voluntarily donate land. When the people agreed, the hamlet chose a day to simultaneously dismantle the construction for each household, and contributed to rebuilding the embankment for those in need. With the form of cleaning the construction as it was done, in just 1 month, the 1km long, 6m wide road was completed in the excitement of the people.

Not only Mr. Lien's family but also many other families in Nghi Lam enthusiastically responded to this great policy. During the 2 years of implementing the national target program on new rural construction, through many different forms of propaganda, encouragement and motivation, Nghi Lam mobilized people to donate 10,891.7m2 of garden land and new rural construction works (of which garden land is 9,516.0m2; embankment works are 831.0m2; barns and other works are 544.7m2), with a total estimated value of 1,858,852 thousand VND. In addition, Nghi Lam people also voluntarily donated 16.1 hectares of agricultural land, with a total value of 7,419,018 thousand VND to build internal irrigation traffic. Thanks to that, Nghi Lam has built 6,851.5m of concrete road (of which class A road: 5,477m; class B: 754m; class C: 620m) with a road surface width of 5m - 8m, ensuring the smooth circulation of 8 - 10 ton trucks to transport construction materials, agricultural products and other goods... Particularly, 268 intra-field irrigation routes have been completed, with a length of 45,636m and a volume of 44,399m3.

Mr. Tran Van Binh - Chairman of Nghi Lam Commune People's Committee, said: In recent years, thanks to the dynamism in economic development, from purely agricultural land, Nghi Lam has emerged many different service industries. Thanks to that, the total average income at the end of 2012 reached 19.8 million VND/person/year. When the economy develops, movements such as "All people unite to build a cultural life in residential areas" are paid more attention by the people. Up to now, Nghi Lam has 15/19 cultural hamlets; 82% of families have achieved the title of Cultural Family. Three levels of education (preschool, primary school and secondary school) have met national standards in phase 1 and are striving to meet national standards in phase 2.

With the goal of completing 19 new rural criteria by 2015, Nghi Lam is currently synchronously implementing plans such as: establishing a project to build a martyrs' memorial house, a multi-functional primary school, a commune health station; directing the construction of 100 houses for poor households and some households with degraded houses that need repair; continuing to mobilize the construction of 5-10km of grade A, B concrete roads... with a total investment of 25 billion VND (people contribute money, working days 60%; 40% is the support capital from the national target program on new rural construction)... Hopefully, when the Party's will is in line with the people's will, Nghi Lam will soon complete its goals, worthy of the title of the first Cultural Commune of Nghi Loc District, a Heroic Unit of the People's Armed Forces and the Third Class Labor Medal awarded by the Party and the State.
