Strengthen inspection and quality control of motorcycle helmets.

On March 19, 2013, the Minister of Science and Technology issued urgent dispatch No. 659/CĐ-BKHCN to the People's Committees of provinces and centrally-administered cities regarding strengthening the inspection and quality control of helmets. To seriously implement the dispatch from the Minister of Science and Technology, the People's Committee of Nghe An province requests that relevant departments and agencies immediately implement the following:

1. The Department of Science and Technology shall take the lead and coordinate with the Department of Industry and Trade, the Department of Transport, and the Provincial Police to strengthen inspection and quality control of helmets at manufacturing, trading, and importing establishments in the province; and strictly handle, in accordance with the law, acts of importing, manufacturing, and trading counterfeit or substandard helmets.

- During inspections, if helmets resembling those for motorcyclists are found to be of a certain design but are not actually motorcycle helmets, yet bear the CR conformity mark, or fail to comply with legal regulations on product and goods quality, then they shall be handled according to the provisions of Decree No. 54/2009/ND-CP dated June 5, 2009, of the Government on administrative penalties for violations in the field of standards, measurement, and product and goods quality.

- In cases where helmets meet the requirements of QCVN 2:2008/BKHCN regarding construction, labeling, and CR mark, but there are doubts about their quality, samples shall be taken for quality testing to determine compliance with the National Technical Standard QCVN 2:2008/BKHCN and appropriate legal action shall be taken.

2. The Department of Science and Technology, in coordination with the Department of Information and Communications and media agencies in the province, shall publicly and promptly announce the list of names and addresses of manufacturing facilities, retail stores, and importing enterprises that produce counterfeit helmets that are not fully functional or have three components; helmets that do not meet the quality standards specified in the National Technical Standard QCVN 2:2008/BKHCN; and helmets that meet the quality standards specified in the National Technical Standard QCVN 2:2008/BKHCN, so that consumers can be aware and make informed choices when purchasing and using them while riding motorcycles or scooters.

3. The Department of Science and Technology shall take the lead and coordinate with relevant agencies to promptly report violations regarding the quality of helmets in the province to the Ministry of Science and Technology through the General Department of Standards, Metrology and Quality for compilation and reporting to the Prime Minister.
