Vietnam, China agree to comprehensively and effectively implement DOC

On May 11, in Beijing, China, the 6th meeting of the Vietnam-China Bilateral Cooperation Steering Committee took place.

Vietnamese Deputy Prime Minister Nguyen Thien Nhan, Chairman of the Vietnamese side of the Commission, and Chinese State Councilor Yang Jiechi, Chairman of the Chinese side of the Commission, co-chaired the meeting. The two sides had in-depth discussions and reached broad common understanding on promoting the comprehensive strategic cooperation between Vietnam and China.

During his stay in Beijing, Chinese Premier Li Keqiang received Deputy Prime Minister Nguyen Thien Nhan and the Vietnamese delegation.

The two sides agreed that Vietnam and China enhancing strategic trust and tightening comprehensive cooperation is in line with the fundamental and long-term interests of the people of the two countries. The two sides agreed to maintain high-level exchanges; fully promote the role of the Vietnam-China Steering Committee for Bilateral Cooperation; urgently discuss and soon sign the “Action Program to Implement the Vietnam-China Comprehensive Strategic Cooperative Partnership”; and promote mutually beneficial overall cooperation in all fields.

The two sides agreed to deepen the exchange of experiences in Party building and national management; organize well the 9th Theoretical Workshop between the two Parties; effectively use the cooperation mechanism between ministries and branches: foreign affairs, defense, public security, trade...; promote substantive cooperation in the fields of economy-trade, military, law enforcement, security, science, education, culture, health... to achieve more results.

The two sides will actively promote transport connection projects between the two countries, including cooperation projects such as the Bang Tuong-Lang Son-Hanoi Expressway Project... The two sides signed the Plan to implement the Vietnam-China Cultural Agreement for the 2013-2015 period and the Memorandum of Understanding on the List of Cooperation Projects of the 5-year Development Plan for Vietnam-China Economic and Trade Cooperation for the 2012-2016 period.

The two sides affirmed to seriously implement the relevant common perceptions of the leaders of the two countries and the “Agreement on basic principles guiding the settlement of Vietnam-China maritime issues,” through friendly negotiations and consultations to peacefully resolve maritime disputes.

The two sides agreed to increase the intensity of negotiations of the Working Group on the area beyond the mouth of the Gulf of Tonkin, firmly promote negotiations on the delimitation of the sea area beyond the mouth of the Gulf of Tonkin, and actively discuss issues of cooperation for joint development in this sea area. Effectively use the mechanism of the Vietnam-China Expert Working Group on cooperation in less sensitive areas at sea, and launch 03 cooperation projects in less sensitive areas at sea as agreed.

The two sides agreed to comprehensively and effectively implement the "Declaration on the Conduct of Parties in the East Sea" (DOC), and together maintain peace and stability in the East Sea.

The two sides agreed to take this year – the 10th anniversary of the establishment of the ASEAN-China Strategic Partnership – as an opportunity to comprehensively implement the common understanding reached by the ASEAN Leaders and the Chinese Leaders, continuously expand and deepen cooperation between ASEAN and China in the fields of economy, trade, transport connectivity, ocean, humanities, etc.; contribute more to peace, stability and prosperity in the region./.
