Two dangerous individuals arrested for assaulting a law enforcement officer.

Upon receiving the report, Vinh City Police coordinated with Vinh Tan Ward Police to urgently arrest two suspects, Hoang Van Duc (1986) and Nguyen Van Duy (1989), both residing in Phuc Loc block, Vinh Tan ward, Vinh City, for the crime of "Resisting public officials in the performance of their duties".

Around 4 PM on May 1, 2013, Duc and Duy went drinking together at Duy's house. After the drinking session, both were intoxicated. Due to a pre-existing conflict with the family of Mr. Pham Van Chuyen, who lived in the same neighborhood, Duc and Duy went to confront them and threw bricks and stones, breaking the windows. Concerned for the safety of his family, Mr. Chuyen reported the incident to the neighborhood security team leader, Nguyen Ba Thu, to resolve the security situation. Despite knowing Mr. Thu was an official from the Phuc Loc neighborhood, Duc and Duy ignored his explanations and attempts to stop them. Duc attacked Mr. Thu, kicking him to the ground. Seeing this, Duy also joined in, repeatedly slapping Mr. Thu in the face. Afterwards, both ran to Duy's nearby house, locked the door, and hid.

Regarding Mr. Thu, after being assaulted by two aggressive young men, he called the Vinh Tan Ward police to resolve the situation. Upon receiving the report, the Vinh Tan Ward police dispatched two officers, Nguyen Le Tien and Nguyen Thanh Linh, to the scene to handle the incident. There, after hearing Mr. Chuyen's family explain the situation, the Vinh Tan Ward police officers requested Duc and Duy to come to the station for questioning. However, disregarding the officers' instructions, Duy and Duc threw empty beer bottles they had just been drinking at officers Tien and Linh. Fortunately, the officers managed to dodge the attacks.

Recognizing this as a reckless and audacious act that disrupted public order and security in the area, on May 3rd, investigators from the Vinh City Police Department, in coordination with the Vinh Tan Ward Police, urgently arrested two suspects, Hoang Van Duc and Nguyen Van Duy, while they were hiding in Hung Hoa commune, Vinh City.

At the police station, Duc and Duy confessed that because Mr. Pham Van Chuyen's family carelessly hung their clothes out to dry, affecting the aesthetics of their house, and despite repeated reminders, the situation did not improve, on May 1st, after getting drunk, Duc and Duy picked a fight with Mr. Chuyen.

The Vinh City Police Department has now initiated criminal proceedings and indicted Hoang Van Duc (1986) and Ngo Van Duy (1989). The investigating agency has also identified this as a landmark case to be tried in mobile court sessions to prevent various types of crimes, especially the crime of "Resisting public officials."
