Relatives of 2 or more meritorious people are entitled to a maximum of 2 death benefits.

On April 9, 2013, the Government issued Decree No. 31/2013/ND-CP detailing and guiding the implementation of a number of articles of the Ordinance on preferential treatment for people with revolutionary contributions, notably the provisions on principles for receiving monthly pension benefits for relatives of people with revolutionary contributions.

Specifically, relatives of 2 or more deceased meritorious people are entitled to a maximum of 2 monthly death benefits; relatives of 1 martyr who is also a relative of 2 or more deceased meritorious people are only entitled to the monthly death benefit of 1 martyr and the monthly death benefit of 1 deceased meritorious person; relatives of 2 or more martyrs who are also a relative of a deceased meritorious person are only entitled to the monthly death benefit for the martyr's relatives; in case a deceased meritorious person falls into two categories specified in Clause 1, Article 2 of the Ordinance on Meritorious People or More, the relatives of that person are only entitled to the monthly death benefit of 1 category...

Relatives of one martyr are entitled to a monthly allowance equal to one standard rate; relatives of two martyrs are entitled to an allowance equal to two standard rates; relatives of three or more martyrs are entitled to an allowance equal to three standard rates; if a martyr's wife or husband remarries, they are entitled to a monthly pension equal to one standard rate.

In particular, in case the martyr has no one to receive the monthly pension, the person who worships him/her will receive a subsidy of 500,000 VND/time/year.

This Decree takes effect from June 1, 2013; preferential regimes for people with meritorious services to the country and their relatives prescribed in this Decree shall apply from January 1, 2013. This Decree also annuls Decree No. 54/2006/ND-CP dated June 26, 2006; Decree No. 16/2007/ND-CP dated January 26, 2007; Decree No. 89/2008/ND-CP dated August 13, 2008.
