Returning to Do Luong district, Hoai opened a coffee shop. At first, the shop was crowded with customers, but then the number of customers gradually decreased, making Hoai frustrated. Among the regular customers of the shop was Nguyen Ngoc Hoang (born in 1990) from Lac Son commune. After a while, the two became close to each other and then planned to trade drugs to make a profit.
After a period of supplying small quantities, Hoai and Hoang decided to do big business, going to Tuong Duong to find a source of white goods. In Minh Phuong village, Luong Minh commune, the couple met Nguyen Van Hoa (52 years old), a subject who regularly contacted drug gangs on the top of Pu Lom mountain. Hoa was assigned to supply drugs for Hoai and Hoang's network to bring down to the lowlands for consumption.
At noon on July 4, Hoang and Hoai received a request from a customer in Cua Lo town to supply 4 heroin sticks for 27 million VND/stick. Immediately, the two used an Exciter motorbike to go straight to Tuong Duong district to meet Nguyen Van Hoa. Here, Hoa led the way to Pu Lom communal house, bought 4 heroin sticks from an unknown Mong ethnic person for 72 million VND. After receiving the goods, the two rode their motorbikes to Cua Lo town, rented a motel and waited to deliver the goods to the customer in Nghi Khanh commune, Nghi Loc district.
At noon on July 5, when the two were riding their motorbikes to the meeting point to deliver the goods, they were caught red-handed by the Nghi Loc District Police task force. Four days later, the police force arrested Nguyen Van Hoa while he was looking for a buyer for the white goods in Luong Minh Commune, Tuong Duong District.
After a period of criminal detention for investigation, on July 15, Nghi Loc District Police announced that they had initiated a case and prosecuted the three suspects for illegal drug trafficking.
