Co Loa Ancient Citadel will be transformed into a historical and ecological park.

The preservation, restoration, and promotion of the value of Co Loa Citadel, with the aim of transforming it into a historical, ecological, and cultural park while respecting the development of the local population and villages, is a priority for the Hanoi People's Committee.


On the afternoon of July 25th, the Hanoi People's Committee and relevant departments and agencies held a meeting to discuss and provide feedback on the Master Plan for the Preservation, Restoration, and Promotion of the Value of the Co Loa Ancient Citadel Relic Site (scale 1/2000), drafted by the Thang Long-Hanoi Heritage Conservation Center and consulted by the Institute of Architecture, Urban and Rural Planning (Ministry of Construction).

The Co Loa Citadel historical site holds exceptional value for the history of the capital and the country, but its remains and integrity are being severely affected by urbanization. Therefore, the plan for preserving, restoring, and promoting the value of the Co Loa Citadel historical site is being studied in conjunction with the spatial development orientation of Hanoi until 2030.

According to the plan, the Co Loa Ancient Citadel area is planned into four conservation zones corresponding to the four city walls. The core zone is the central area of ​​the citadel, to be preserved in its original state. The middle zone is the residential area where tourism services will be organized, combined with the preservation of cultural values. The outer zone will house a museum and tourist attractions. The border zone will be planted with 50-meter-thick rows of trees to protect the entire historical site and prevent encroachment from urbanization.

The plan also defines the entire historical site, with a total area of ​​860 hectares, into three zones. Zone 1 is a strictly protected area, Zone 2 is a landscape buffer zone, and Zone 3 is a zone for controlling architecture and activities. The plan also proposes a plan for restoring the moats and city walls, and a plan for relocating residents to facilitate the restoration and preservation of the historical site.

Phase 1 is expected to involve the relocation of 720 households.

Commenting on the project, Chairman of the Hanoi People's Committee Nguyen The Thao said that further research is needed, closely adhering to the planning objectives to finalize it. At the same time, the plan should aim to preserve, restore, and promote the value of Co Loa Ancient Citadel as a historical, ecological, and humanistic park, avoiding excessive commercialization and respecting the development of the villages and communities living in the area.
