This morning, August 14th, the Government officially submitted the draft Decree on the business of betting on horse racing, dog racing, and international football to the Standing Committee of the National Assembly.

According to the draft, the State will allow the business of three types of betting: horse racing, dog racing, and international football. However, due to the unique nature of a new type of betting business, international football will initially only be allowed on a pilot basis.

The draft regulations stipulate that players can place a minimum bet of 10,000 VND per bet. The maximum daily bet per player for each betting product is 1 million VND. In all cases, if a player bets more than the maximum limit, the excess amount will not be claimed if they win.

Regarding betting products, for horse racing and dog racing, betting is based on the finishing ranking of the horses and dogs. For international football betting, betting products are based on the match score, half-time score, league standings, and events occurring during the match. The matches and leagues selected as the basis for international football betting business are those listed in the catalog of international football competitions regulated by the Ministry of Finance.

According to the draft, players can place bets through terminal devices and telecommunication means (landline phones, mobile phones, etc.).

The draft regulations prohibit gambling businesses from allowing players under 18 years of age, individuals with diminished or limited civil capacity, and those who have entered Vietnam illegally.
A rather strict regulation, and one that is expected to be highly debated, is the draft regulation which stipulates that individuals who are prohibited from participating in betting activities by a family member with full legal capacity (parents, spouse, or children) can be excluded from the betting business upon a written request.

After reviewing the draft, the Finance and Budget Committee generally agreed on the content, but some members of the Committee suggested that the betting limit should be increased, as the current maximum of 1 million VND per day for each product type is insufficient to meet demand and may limit player participation. Therefore, they proposed that the Government consider and regulate a betting limit that is appropriate to the practical situation and contributes to attracting more players.

At least 10,000 dong is just the price of a bunch of water spinach.

According to the Chairwoman of the Committee on Social Affairs, Truong Thi Mai, the draft lacks an assessment of the negative impacts on society and public order. Furthermore, she expressed concern that the minimum bet of 10,000 VND and the maximum bet of 1 million VND would hinder participation from low-income earners. The maximum bet of 1 million VND would restrict participation from high-income earners. "In my opinion, this is problematic," Ms. Mai stated.

Ms. Mai also expressed concern that the draft might not curb illegal gambling, fail to control players, and could negatively impact families and society.

Mr. Nguyen Van Hien, Chairman of the Judicial Committee, argued that the minimum bet of 10,000 VND is too little, equivalent to the price of a bunch of water spinach or a gourd.

According to Mr. Hien, if you're going to do something, you might as well make it attractive and provide acceptable conditions for players. Mr. Hien suggested raising the minimum bet to 50,000 VND and the maximum bet to 5 million VND.
